EN[...] This publication discusses the concept of Local Employment Incentives, placing particular emphasis on the goals of the program, relation thereof with the EU employment policy and linkage of the projects with the European Social Fund. The publication also analyses methodological problems of evaluation of effectiveness of the local employment incentives, presents the methods of evaluation of economic and social efficiency, displays economic efficiency of implementation of local employment incentive projects in 2001, in addition to methods of project drafting, project application requirements and filing procedure, application evaluation criteria and procedure, peculiarities of local employment incentive agreement, procedure of project implementation and finance management. As we can see from the calculations presented in the book, implementation of the local employment incentive projects in the above-mentioned regions in 2001 produced quite significant economic effect: return of funds to the consolidated budget (payment of income tax and social insurance contributions by ex-unemployed individuals employed under the projects, saving of unemployment benefits, etc.) exceed public funds invested into implementation of the analysed projects by 13,3% at an average per year. This allows us to affirm that the public budget shall on no account lose the funds assigned for the local employment incentives. [...].
