Cła litewskie 1630-1634 : (z dziejów skarbu Wielkiego Księstwa Litewskiego za podskarbiostwa Stefana Paca)

Remiantis išlikusia 1631–1634 metų LDK žemės iždininko Stepono Paco kanceliarijos dokumentacija siekiama atskleisti LDK muito mokesčio dinamiką 1630–1634 metų laikotarpiu, įvertinant muito mokesčio administravimą, įplaukas į biudžetą, finansinius pokyčius padidinus muitą ir LDK bajorijos prekių apmuitinimą. Straipsnyje apžvelgiamos muito didinimo priežastys ir muito mokestis bajorijai. Komentuojama muito samprata, skirtinguose dokumentuose užfiksuoti muito dydžiai, charakterizuojama Leono Sapiegos 1588–1633 metų muitų politika. 1630–1635 metais LDK žemės iždininku buvo Steponas Pacas, jis administravo Lietuvos valstybės iždą ir buvo atsakingas už mokesčių surinkimą. 1631 metų Lenkijos ir Lietuvos valstybės Seime buvo nuspręsta muitą didinti dviejų metų laikotarpiui (1631–1633). Tyrimas paremtas LDK muitinių duomenimis, detalizuojama valstybės biudžeto formavimą atskleidžianti finansinė apskaita. Muito įvedimas bajorijai teigiamai veikė Lietuvos valstybės biudžetą, tačiau įvairios ligos ir kitos objektyvios priežastys silpnino valstybės prekybines galimybes, todėl mažėjo ir iš muito mokesčio surenkamos įplaukos į valstybės biudžetą. Nepaisant to, valstybė ne visiškai išnaudojo galimybę valstybės biudžetą papildyti iš bajorų surenkamo muito pinigais. ENIn the article, the questions of the customs of the fourth decade of 17th century of the Grand Duchy of Lithuania (GDL), the tax system and the economic status of the region are analysed. On the basis of the 1631-1634 remained chancellery documentation of Steponas Pacas, the treasurer of GDL lands, the aim is to reveal the dynamics of the GDL customs duty in the period of 1630-1634, while evaluating the administration of the customs duty, the budged revenues, the financial changes of increased customs and the customs of the goods of GDL nobility. In the article, the reasons of the increasing of the customs and the customs duty for the nobility are presented. The concept of the customs, the size of the customs, which are found in different documents, are presented, the politics of 1588-1633 customs of Leonas Sapiega is characterised. In 1630-1635, Steponas Pacas was the treasurer of GDL lands. He administrated the treasury of Lithuania and was responsible for the tax collection. In 1631, the Sejm of the Polish–Lithuanian Commonwealth decided to increase the customs for the period of two years (1631-1633). The research is based on the data of the GDL customs, the detailed financial accounting, which revealed the formation of the State Budget. The imposition of the customs to the nobility made a positive impact on the Lithuanian State Budget. However, various illnesses and other objective reasons weakened the marketing possibilities of the state, therefore, budget revenues, collected from the custom duty to the State Budget, decreased. Nevertheless, the state did not fully use the opportunity to supplement the State Budget with the money of nobility customs. In the end of the article, there is an appendix: the table of customs duty collected from nobility in 1629-1631.
