Europos Sąjungos struktūrinių fondų parama Lietuvai
LTStraipsnis skirtas Europos Sąjungos (ES) struktūrinių fondų paramos problemų analizei Lietuvoje. Apžvelgiant Lietuvos ekonomikos indikatorius Europos šalių kontekste, analizuojamos pagrindinės problemos siejamos su socialine, ekonomine plėtra. Nors ES struktūrinių fondų parama Lietuvai 2004 – 2006 m. yra labai svarbus finansinis instrumentas, užtikrinantis socialinę ir ekonominę plėtrą šalyje, tačiau straipsnyje taip pat analizuojami galimi negatyvūs požymiai. Vertinant ES struktūrinių fondų paramos lėšų poveikį šalies ekonominei raidai, galima daryti tam tikras išvadas apie galimą ES fondų poveikį. Tiesioginiai paklausos efektai, kurie gali būti vertinami teigiamai, didina šalyje pridėtinę vertę, darbo užmokestį bei bendrąsias investicijas. Tačiau susiję pagrindiniai neigiami efektai yra infliacijos bei einamosios sąskaitos deficito išaugimas. Tą lemia ne tik tiesiogiai su investicijomis susijusio importo didėjimas, bet ir atviro sektoriaus konkurencingumo mažėjimas augant vidutiniam darbo užmokesčiui šalyje dėl atlyginimų kilimo uždarame sektoriuje. Dėl ribotų statybų sektoriaus pajėgumų valdžios sektoriaus investicijų išaugimas ne tik sukelia spaudimą kainoms, bet ir išstumia privačias investicijas našiame atvirame sektoriuje. Ilgu laikotarpiu privačių investicijų išstūmimas sukuria technologinio atsilikimo grėsmę. Aukščiau paminėtos problemos skatina giliau paanalizuoti efektyvumą ir būdus užtikrinti ES struktūrinių fondų paramą. ENThis article is dedicated to analyzing the problems of assistance of the EU structural funds to Lithuania. With regard to Lithuanian economic indicators in the contest of the European counties, the main problems related to the social economic development are being analyzed. Though the assistance of the EU economic development are being analyzed, Though assistance of the EU structural funds to Lithuania in the year 2004-2006 is very important financial instrument ensuring the social and economic development of the country some positive possible features are being analyzed as well. First of all, possible increase in inflation rate and current account deficit, which will influence the loss of competitiveness in the country and the decreases of attractiveness for the investment. Moreover, the assistance funds can cause the displacement of private investment in productive sectors and this can cause the technological lag in a long time period. The above mentioned problems stimulate to analyze deeper the content of effectiveness and the ways of guarantee of the EU structural funds assistance. The pace of utilization and problems of the EU assistance are analyzed as well in this article. The data of the Ministry of Finance of the Republic of Lithuania on the separate problems of administration of assistance of the EU structural funds is analyzed, the indicators such as the promotion of institutional skills, improvement of project quality raising the effectiveness of assistance are indicated.
