Investicijų skatinimas ir verslo aplinkos gerinimas

LTLietuvos ekonomika susiduria su naujais iššūkiais. Tam, kad išlaikytų aukštus ekonominio augimo, Lietuva turi persiorientuoti prie aukštomis technologijomis paremtos ekonomikos, o beveik vienintelis ekonomikos teorijoje minimas būdas tai padaryti – technologinių inovacijų skatinimas. Tam reikalingi kokybiški žmogiškieji ištekliai, išmanantys naujausias technologijas, modernius vadybos metodus ir modernios technologijos, kurios visų pirma įgyjamos tiesioginių užsienio investicijų dėka. Taigi šalyje mažėjant laisvai darbo jėgai ir kylant darbo užmokesčiui investicijos tampa tuo svarbiausiu faktoriumi, klojančiu pamatus ilgalaikei ekonomikos plėtrai bei užtikrinančiu įmonių konkurencingumo kilimą. Tiesioginės investicijos koncentruojasi didžiausiuose šalies miestuose. Verslo klimatas ir kiti faktoriai, užtikrinantys tiesioginių užsienio investicijų pritraukimą, turi įtakos tiesioginių užsienio investicijų apimčiai. Palyginamoji analizė rodo, kad Vilnius būdamas pirmaujančiu miestu pagal tiesiogines užsienio investicijas Lietuvoje, atsilieka nuo Centrinės Rytų Europos sostinių. ENThe Lithuanian economy faces the new challenges. In order to maintain the high level of the economical development, the Lithuanian economy has to be reoriented to the economy based in high technologies. Almost the only way to reach it is to promote innovative technologies. In order to achieve that, the high-skilled human resources, modern managing methods and also modern technologies, being brought by direct foreign investments are required. So, while decreasing unemployed working force and increasing salary rate in the country, the investments become the especially important factor bringing the foundation for long-term economical development also ensuring the rise of enterprises competitiveness. Direct foreign investments concentrate in the big cities of the country. The business climate and other factors, ensuring the effectiveness of direct foreign investments influence the amount of direct foreign investments. The comparative analysis shows us that Vilnius, while being the leader of direct foreign investment in Lithuania, is remarkably behind the other capitals of the Central and Eastern Europe. The factors, which promote the motives of investments, are being analyzed also the degree of their influence on the investment process is being evaluated. The recommendations on the measures should be taken by Vilnius municipality in order to solve the problem of attraction of direct foreign investments are being provided.
