Šiaulių regionas ir jo istorinė raida

LTStraipsnyje analizuojama Šiaulių, kaip istorinio regiono, problema. Lietuvoje yra istoriškai susiformavusių etnografinių ir neetnografinių regionų, taip pat - teritorinių regionų. Šiaulių regionas, kaip istoriškai susidaręs vienetas, yra vienas iš daugelio šalies regionų. Šiaulių regiono, kaip istorinio vieneto, pradžią reikia sieti su Šiaulių žeme ir Šiaulių valsčiumi (pavietu), kurie egzistavo XIII–XVIII a. Šiaulių regionas susiformavo iš Šiaulių miesto, kurio administracinis, ekonominis ir kultūrinis vaidmuo vis didėjo, ir aplinkinių teritorijų. Po Abiejų Tautų Respublikos žlugimo ir Lietuvos prijungimo prie Rusijos Šiaulių apskritis buvo sudaryta remiantis Rusijos įstatymais ir administracine praktika. Šiaulių valsčiaus (pavieto), kaip buvusio teritorinio administracinio vieneto, ribų nebuvo paisoma. Tačiau apskrities centru tapo Šiaulių miestas, o buvusio valsčiaus (pavieto) teritorija, laikytina istorinio Šiaulių regiono branduoliu, įėjo į apskrities teritoriją. Prie šio branduolio prijungtos naujos teritorijos pakliuvo į Šiaulių miesto, kaip administracinio, ekonominio ir kultūrinio centro, įtakos sferą. Savo ruožtu Šiaulius įvairiais būdais ir priemonėmis veikė visa apskrities teritorija. Per daugiau kaip 100 Rusijos viešpatavimo Lietuvoje metų didžioji dalis naujų teritorijų pritapo prie Šiaulių regiono branduolio. Taip Šiaulių regionas išsiplėtė. Šią išvadą patvirtina faktas, kad 1919 m., kai formavosi lietuviškoji Šiaulių apskritis, prie Šiaulių prisidėjo didžioji dalis carų laikų apskrities valsčių ir trys iš keturių miestų. Tai buvo padaryta gyventojų apsisprendimo būdu. Pirmosios Lietuvos Respublikos laikų Šiaulių apskrities teritoriją galima laikyti istorinio Šiaulių regiono teritorija. Dabartinis Šiaulių regionas, kaip valstybės teritorinis vienetas, tik iš dalies sutampa su Šiaulių istoriniu regionu.

ENThe problem of the process of the historical Šiauliai Region formation and development is analysed in the artiele. There are historically formed ethnographic and historical regions in Lithuania. There are also territorial regions in Lithuania. The Šiauliai region as a historically formed region is one of many regions of Lithuania. It is necessary to connect the beginning of the Šiauliai region as a historical region with the Šiauliai land and the Šiauliai rural district, which existed in the 15th - 18th centuries. The Šiauliai region was formed at the base of the city of Šiauliai where the administrative, economic and cultural role was expanding into territories around the city. After the collapse of the Polish-Lithuanian commonwealth and the joining of Lithuania to Russia, the Šiauliai county was formed on the basis of Russian laws and administrative practice. The limits of the Šiauliai rural district were not regarded in this case. However, the city of Šiauliai became the centre of the county and the former Šiauliai rural district territory, which is necessarily considered the nucleus of the historic Šiauliai region, was included into the territory of the region. New territories connected to the nucleus of the region found themselves in the sphere of influence of the city of Šiauliai as an administrative, economic and cultural centre. In turn, the city of Šiauliai was variously influenced in all ways and means by the entire territory of the region. During the more than 100 years of Russian rule in Lithuania, most of the new territories belonged to the nucleus of the Šiauliai region. Thus, the Šiauliai region was expanded. This conclusion is confirmed by the fact that most of the rural districts in the time of the tars belonged to the Šiauliai county and three of four towns connected to Šiauliai. It was done by the self-determination of citizens.It can be considered that the territory ofthe Šiauliai county of First Republic of Lithuania is a territory of the Šiauliai historical region. The recent Šiauliai region as a territorial unit of the state does coincide only partially with the Šiauliai historical region.
