Užsienio politika ir pilietinė diplomatija

LT6-jame knygos skyriuje nagrinėjama, kaip šiuolaikinė globalizacija ne tik keičia įprastus tarptautinių santykių stereotipus, bet ir kuria ar aktyvina naujus ryšius, struktūras ir priklausomybes. Teigiama, jog demokratizacijos politikos kontekste pasireiškia dvi fundamentalios ir tarpusavyje susijusios tendencijos. Pirma, tai istorinis tarptautinių santykių sistematiškumo augimas, besireiškiantis viršvalstybinių ir daugianacionalinių struktūrų ir tarpvyriausybinių organizacijų plėtra. Kita vertus, pozityvus tarpvalstybinės homogenizacijos procesas liktų formalus ir neveiksnus, jei ne liberalios demokratijos vertybių, suteikiančių jam turinį, tikslą ir vystymosi vektorių, stimuliacija. Straipsnyje taip pat analizuojama legitimumo sampratos evoliucija ir transformacija globalizacijos sąlygomis, transnacionalinės pilietinės bendruomenės ir valstybių interesą tenkinančių politinių institutų sistemos sandūros, ponacionalinės politikos pobūdis ir tendencijos šiuolaikinėje tarptautinėje erdvėje bei pilietinės diplomatijos teikiamos galimybės kuriant perspektyvios nacionalinės politikos strategijas globalėjančiame pasaulyje. Daroma išvada, jog optimistų ir pesimistų argumentai dėl užsienio politikos ir diplomatijos išlikimo ar baigties globalizacijos kontekste turi būti transformuoti į jų optimizacijos šiuolaikinėmis sąlygomis problemą.Reikšminiai žodžiai: Užsienio politika; Pilietinė visuomenė; Diplomatija.

ENChapter Six of this book examines how modern globalization changes the familiar stereotypes of international relations and creates and activates new relations, structures, and subordinations. It predicates that in the context of democratization policy, two fundamental and inter-relational tendencies become evident. First is a historical growth of the international relations' systematization, which is manifested by the development of supranational and multinational structures and intergovernmental organizations. On the other hand, the process of interstate homogenization would remain formal and incapable, if not for the stimulation of the values of liberal democracy, which give it substance, objective, and development. The article also analyzes the evolution and transformation of the concept of legitimacy in globalization, the interface of systems of political institutes that satisfy the interests of trans-national civic societies and the states, the post national character of politics and the tendencies in the modern international domain, as well as the capacity provided by the public diplomacy in the creation of the viable national policy strategies in the globalizing world. It arrives at the conclusion that the arguments of the optimists and the pessimists on the survival or extinction of foreign policy and diplomacy in the context of globalization have to be transformed into the problem of their optimization in view of the present conditions.
