Summary / Abstract:

LTVienas iš svarbiausių ekonomikos restruktūrizavimo krypčių Lietuvoje yra nekilnojamojo turto valdymo sistemos reforma. Dabartinės sistemos reforma Lietuvoje apėmė žemės ir kito nekilnojamojo turto integravimą į visumą; integruotų duomenų bazių sukūrimą ir nekilnojamojo turto administravimo proceso kompiuterizavimą. Atskleidžiant nekilnojamojo turto valdymo sistemos reformos problemas, daugiausia dėmesio skiriama esamos nekilnojamojo turto valdymo sistemos įvertinimui, nekilnojamojo turto administravimo sistemos sukūrimui ir plėtrai. Knygoje aptariama nekilnojamo turto administravimo sistemos plėtra akcentuojant administravimo funkciją, kadastro sistemą, nekilnojamo turto vertinimo sistemą ir turto registravimo principus, aptariama nekilnojamojo turto informacinė sistema, jos koncepcinis modelis, nekilnojamojo turto informacinės sistemos paslaugų sektorius, tarptautinio bendradarbiavimo ir ES integracijos privalumai. Knygoje pateikiamas kritiškas esamos sistemos vertinimas. Teigiama, kad nekilnojamojo turto administravimo sistema yra pagrįsta bazinių valstybinių registrų duomenų apdorojimu, o administracinė įvairių registrų tvarkymo įstaigų įvairovė yra nepatogi vartotojams, kuriems reikalinga teisiškai tiksli informacija. Skirtingų duomenų iš įvairių šaltinių gavimas gali nulemti klaidingus sprendimus ir kainuoti papildomų finansinių išlaidų. Siūloma patvirtinti pagrindinių valstybės registrų, susijusių su nekilnojamojo turto administravimu, reorganizavimo koncepciją tikslu centralizuoti pagrindinių valstybinių registrų valdymo institucijų funkcijas vienoje institucijoje.

ENOne of the most important directions of economic restructuring in Lithuania is the reform of the real estate management system. The reform of the current system in Lithuania included the integration of land and other real estate into a whole, creation of integrated databases and computerization of the real estate administration process. Revealing the issues associated with the real estate management system reform, the main attention is paid to the evaluation of the existing real estate management system, and the creation and development of a real estate administration system. The book discusses the development of the real estate administration system emphasizing the administrative function, Cadastral system, real estate evaluation system and property registration principles, also discussing on the real estate information system, its conceptual model, the sector of real estate information system services, and the advantages of international cooperation and integration to the EU. The book presents a critical evaluation of the current system. It is stated that the real estate administration system is based on the processing of data by basic country registers, while the administrative variety of various registry processing offices is inconvenient for customers who need legally accurate information. Different data received from various sources can lead to wrong decisions and as a result have additional financial consequences. It is suggested to approve the concept of the reorganization of the main country registers related to the real estate administration with the aim to centralize functions of authorities managing the main country registers in one institution.
