Quality of democracy in Lithuania

LTPraėjus daugiau nei dešimtmečiui po to, kai „trečioji demokratizacijos banga“ pasiekė Rytų ir Vidurio Europą bei postsovietinę erdvę, keliamas klausimas - ar prieš du dešimtmečius susiformavusi tranzitologinė paradigma neprarado teorinio ir metodologinio pajėgumo, ir ar gali paaiškinti postkomunistinių ir ypač postsovietinės erdvės šalių politinę raidą? Straipsnyje analizuojamos problemos, kurios iškilo tranzitologijos perspektyvą taikant postsovietinių režimų kaitos analizei bei jų pagrindu susiformavusi kritika. Vertinami pastarojo meto postsovietinės tranzitologijos modeliai, pabrėžiantys valstybės autonomijos ir galios klausimų svarbą, nagrinėjantys formalių ir neformalių institucijų tarpusavio sąveiką, taikantys „kelio priklausomybės“ koncepciją, aiškinant skirtingus postsovietinių šalių demokratizacijos rezultatus. Taip pat keliamas demokratijos kokybės koncepcijos klausimas ir jos pritaikomumas analizuojant liberalios demokratijos atvejus. Aktualizuojama demokratijos kokybės problema Lietuvoje. ENAfter more than a decade since the third wave of democratization reached the East and Central Europe as well as the post-Soviet space, the question is raised whether the transitological paradigm, formed two decades ago, has not lost its theoretical and methodological potential, and whether it is able to explain the political course that the post-Communist countries, especially those belonging to post-Soviet space, have taken. The article analyses the problems which arose in the process of applying a transitological perspective to the analysis of the alternation of post-Soviet regimes. Also addressed is the critique formed on the basis of those problems. The evaluation of the late post-Soviet transitology models is presented. These models emphasize the importance of the state autonomy and power issues, examine the interaction between formal and informal institutions, apply the concept of “road dependency”, and explain different results of post-Soviet democratization. In addition, the concept of the democracy quality and its adaptability in analysing the cases of liberal democracy is addressed. The problem of democracy quality in Lithuania is discussed as well.
