Institutional structure of labour markets in the Baltic States

LTDarbo rinkos buvusiose komandinėse ekonomikose Centrinėje ir Rytų Europoje prasidėjus politinėms, ekonominėms ir socialinėms reformoms patyrė žymias transformacijas. Iki 1990 m. centralizuotai organizuojant gamybą ir paskirstymą ir gamintojams dominuojant vietinėje rinkoje, įmonės buvo pakankamai apsaugotos nuo pasaulinės rinkos poveikio. Be to, darbo rinkos buvo stipriai reguliuojamos, taigi darbuotojai naudojosi didelio užimtumo privalumais ir darbo stabilumu. Nacionalinių ekonomikų atvėrimas pasaulinei konkurencijai privertė vietines įmones priderinti savo sąnaudas (įskaitant darbo jėgą), gamybos technologijas ir gamybinius pajėgumus prie rinkos poreikių. Baltijos šalių visuomenių restruktūrizavimas apėmė fundamentalius pokyčius darbo rinkų institucinėje struktūroje, tame tarpe atitinkamų įstatymų kūrimą, atitinkamų institucijų, tokių kaip valstybinės agentūros, nepriklausomos profsąjungos ir darbuotojų organizacijos, kūrimą. Vyriausybės lygiu socialinės politikos, tame tarpe darbo ir pajamų politikos plėtojimas ir vykdymas yra reguliuojamas įvairių agentūrų, kurių struktūra visose trijose Baltijos valstybėse skiriasi. Nepriklausomos profsąjungų organizacijos, kurios yra būtinos darbo rinkos institucijos, atstovauja ir gina ekonominius ir socialinius darbuotojų interesus ir demokratinių metodų pagalba siekia įstatymų laikymosi. Darbuotojų organizacijos formuojasi ir aktyviai vystosi bei ieško savo vietos ir vaidmens visuomenėje. ENUpon the commencement of the political, economic and social reforms, the labour markets in the former command economies of the Central and Eastern Europe experienced significant transformations. Before 1990, when the production and distribution was organized in the central way and the manufacturers were dominating on the local market, the companies were sufficiently protected from the influence by the global market. In addition, labour markets were strongly regulated therefore the employees enjoyed the advantages of high occupation and stability of jobs. Opening of national economies to the global competition forced the local companies to adjust their costs (including the labour cost), production technologies and capacities to the needs of the market. The restructuring of societies of the Baltic States covered the fundamental changes in the institutional structure of the labour markets, including the elaboration of the corresponding laws and launching of the corresponding institutions, such as state agencies and independent trade unions and employees’ organizations. The development and execution of the social policies, including the labour and revenue policy on the governmental level is regulated by different agencies, whose structure is different in all the three Baltic States. The independent trade unions, which are necessary on the labour market, represent and protect the economic and social interests of employees and ensure observance of the laws by employing democratic methods. The employees’ organizations are launched, actively develop and search for their place and role in the society. The labour market of the Baltic States is overviewed and evaluated from the following comparative perspectives: the labour administration institution, the employees’ organization and the trade union.
