ENThe Second Vatican Council has decided to eliminate the system of benefices in order to proceed to the diocesan system for supporting of the clergy. This new order makes way for the economic unity which does not come from benefice, but from diocese. The Canon 1274 presents a flexible model for the support of the clergy. According to it a special diocesan institute should be established for each diocese. This institution would support the clergy who attend to that diocese in accordance with the norm of can. 281. In addition to this, it indicates to establish diocesan, interdiocesan or national fund of the social security for the clergy in order to provide adequate provision for sickness or retirement benefit, if such public or private funds of the social security, which would provide social assurance for the clergy, do not exist. Diocesan institute for supporting of the clergy and fund of the social security for the clergy has to be organized so that it would gain civilian acceptance in perspective. Both secular and religious clergy who attend to the particular diocese could claim for maintenance from diocesan clergy supporting institute. For designation of the subjects some more concrete norms should be accepted by the diocesan or inter-diocesan institutions according to the specific place and time circumstances. Diocesan institute for supporting of the clergy is an exceptional method for financial provision of the clergy, however not the only one. As well as the goods and offerings dedicated for supporting of the institute is not the only source for supporting of the clergy. If there is no such diocesan institute for supporting of the clergy, a concrete part of the people of God maintains the cleric who attend to them.
