Competitive dialogue in Lithuania

ENAs we have seen, competitive dialogue can be used in Lithuania on the basis of the same legal conditions which are provided in Directive 2004/ 18. In contrast with the position in some other Member States, the procedure has not been taken up in practice in any significant way. However, sound preparation has been made for its implementation by Recommendations from the PPO that will serve as guidelines for contracting authorities interested in trying this method of procurement. There is also a clear indication that its use is likely to be in the context of PPP and large investment projects, which will usually involve procurement above the thresholds of Directive 2004/18.
