Alternatyvus Vilniaus universiteto studentų atstovybės valdymo modelis

LTDarbe nagrinėjama Vilniaus universiteto studentų atstovybės valdymo problematika. Aptariama organizaciją ištikusi krizė, jos priežasčių ieškoma esminiuose struktūros trūkumuose. Atskaitomybės stoka, veiklos perteklius, reprezentatyvumo ir legitimumo klausimai, informacijos sklaidos problemos ir nesugebėjimas koncentruotis ties pagrindine atstovavimo funkcija – yra tie sunkumai, su kuriais šiandien susiduria studentų savivalda. Išnagrinėjus dabartinę situaciją ir įrodžius, kad krizės priežastis yra struktūros trūkumai, siūlomas alternatyvus atstovybės valdymo modelis. Atstovavimo legitimumo ir kokybės problemą puikiai išspręstų siūlomas pakopinis atstovavimas, atskaitomybės sistemą palaikytų matricinė sistema, o apribojus veiklos sritis, būtų paprasčiau siekti kokybiškesnio atstovavimo. Neapibrėžtą biuro padėtį ir iš to kylantį nuolatinį kompetencijos ribų perženginėjimą galima pakeisti. Įkūrus rinktą valdybą, kuri realiai atliktų dalį dabartinio biuro funkcijų dingtų atskaitomybės ir pasitikėjimo problema, o panaikinus neveiksnią Tarybą būtų užtikrintas konstruktyvesnis darbas. Nagrinėjant šią savivaldos organizaciją nebuvo nuosekliai remtasi jokia specifine teorija. Daroma prielaida, jog ją reikia nagrinėti individualiai, atsižvelgiant į specifinį kontekstą ir savanorišką narių dalyvavimą. Dėl ribotos darbo apimties ir aktualumo, nagrinėjamos tik struktūrinės problemos, kurios gali būti sprendžiamos pakankamai greitai. Tačiau nereikia pamiršti, kad bloga valdymo struktūra garantuoja daugybę problemų, tačiau gera dar tikrai negarantuoja sėkmingos veiklos. ENThe thesis deals with the problem of administration in the student’s office at Vilnius University. The lack of accountability, the surplus of activities, the issues of representation and legitimacy, problems of information distribution and inability to concentrate on the main representative function are the difficulties that the students’ self-governing is facing today. Having analysed the current state and proved that the malfunctioning structure is the reason for the crisis, an alternative model of governing has been presented; one of them is stage representation has been proposed to easily resolve the problem of legitimacy and quality; matrix system could help keep adequate accountability system, whereas limited spheres of activity would make it easier to search for better representation in general. A non-defined position of the office leading to a constant violation of the competence fields can be changed. Elected board could perform a part of the current office’s functions, then the problem of the lack of accountability and trust would disappear, and cancelling the current Board would ensure more efficient work. The analysis of this self-governed organisation did not refer to any specific theory. A presumption has been made that it should be analysed separately, having in mind its specific context and volunteer activity of its members. Only the problems related to structural mechanisms, which can be resolved quite quickly, have been considered. Inadequate governing structure leads to many problems; however, a good one does not guarantee success either.
