Summary / Abstract:

LTPagrindinis knygos tikslas - atsakyti į klausimą, ar galima sukurti tarpvalstybinį klasterį arba kelis klasterius Podlaskie regione. Siekiama nustatyti teritorijas, kuriose tarptautinio bendradarbiavimo pagrindu galėtų steigtis klasteriai ir ištirti subjektų norą abiejose sienos pusėse dirbti tokioje struktūroje. Knygoje apžvelgiami klasterių teoriniai aspektai, analizuojamas regioninės politikos priemonių įgyvendinimo Europos Sąjungoje ir Lenkijoje efektyvumas, apžvelgiama klasterių tyrimo metodikų įvairovė bei aptariama tyrime taikyta metodika, pateikiami tyrimo rezultatai. Tvirta Europos Sąjungos politika klasterių inicijavimui paremti, paskatino spartų jų steigimąsi visoje Europoje. Lenkijoje taip pat buvo "klasterio mados" periodas. Deja, tas procesas nebuvo nei tolydus, nei ilgalaikis. Klasteriai pasirodydavo, kai jiems buvo skiriama parama projekto forma ir dingdavo projektui pasibaigus. Iškyla klausimas dėl pasitikėjimo iniciatyvomis, nes pasitikėjimas ilgalaikiais sprendimais yra pats vertingiausias socialinio kapitalo elementas ir būtinas pagrindas kurti bet kokią tinklo bendradarbiavimo struktūrą. Daroma išvada, kad reikėtų ieškoti ir kitų nei klasterių skatinimas būdų plėtoti verslo, mokslo ir administravimo sričių subjektų bendradarbiavimą, siekti dirbti su jų pačių sprendimais ir interesais šioje srityje, pritaikyti iniciatyvas konkrečioms teritorijos, pramonėms ir pan.

ENThe main purpose of the book is to answer the question whether one can create inter-state cluster or a couple of clusters in the region of Podlaskie. It is intended to determine territories, in which people would be able to establish clusters based on international cooperation, and review the wish of the subjects to work in such a structure on both sides of the border. The book reviews the theoretical aspects of clusters, effectiveness of the implementation of regional policy means in the European Union and Poland are analysed, the variety of cluster review methods is reviewed, the methodic applied in the research is discussed and the research results submitted. A solid European Union policy to support the initiation of clusters has influenced their rapid establishment in all of Europe. Poland also had a period of "cluster trend". However, that process was neither continuous nor long term. The clusters appeared when support in the form of a project was given to them and disappeared after the end of the project. A question arises regarding the trust initiatives, because trust in long-term solutions is the most valuable element of social capital and a necessary basis for creating any network cooperation structure. A conclusion is made, that one should look for other methods than the incentive for clusters to develop the cooperation of business, science and administration area subjects, intend to work with their solutions and interests in this area, apply initiatives to specific theories, industries etc.
