LTStraipsnyje analizuojama ikiteisminio tyrimo organizavimo būklė Lietuvoje: tiriamos organizacinės priemonės, sąlygojančios ikiteisminio tyrimo organizavimo gerinimą, ir su šiuo procesu susijusių žmogiškųjų išteklių tinkamumas. Nagrinėjama žmogiškųjų išteklių tinkamumas ir gerinimo priemonės, įtakojančios ikiteisminio tyrimo organizavimą, ir organizacinių priemonių įtaka ikiteisminio tyrimo organizavimui gerinti. Atlikta analizė patvirtino, kad ikiteisminio tyrimo kokybė labai priklauso nuo to, kokios organizacinės priemonės taikomos siekiant efektyviau organizuoti ikiteisminį tyrimą ir kaip valdomi žmogiškieji ištekliai, koks jų poreikis, kokie reikalavimai jiems keliami ir kokia jų kvalifikacija. Jau anksčiau identifikuotos problemos – netolygus tyrėjų darbo krūvis, problemos, dėl kurių ilgėja ikiteisminių tyrimų trukmė, tyrėjų kvalifikacijos stoka, taip pat naujai nustatytos silpnosios ikiteisminio tyrimo organizavimo pusės – neturėjimas prokurorų ir tyrėjų darbo krūvio skaičiavimo metodikos, prokurorų patirties stoka ikiteisminiame tyrime – vieni iš svarbiausių veiksnių, tiesiogiai įtakojančių ikiteisminio tyrimo organizavimą. Siūlomos racionalios priemonės ir rekomendacijos ikiteisminio tyrimo organizavimui gerinti. ENThe pre-trial investigation organization is not a new subject of research, but the recent problems identified in this process every time allow for a comprehensive analysis of the pre-trial investigation organization. Thinking about the fact that most of the problems related to the pre-trial investigation organization are not so far solved, allows author to not only provide for the solutions of identified problems and an approach to new problems revealed by this process as well as make recommendations for improving the measures of organization of the pre-trial investigation into practice. This article deliberately does not deal with the components of the pre-trial investigation organization such as cooperation of pre-trial investigation subjects and their qualification improvement, as it is quite extensive and recently studied by the author also by other researchers. Only the most painful organizational and human resource components and problems or completely new one to this process are examined in this study. The article consists of two parts: "Adequacy and improvement measures of human resource affecting pre-trial investigation organization" and "Influence of the organizational measures on strengthening the pre-trial investigation organization". The analysis of this research confirmed that quality of pre-trial investigation depends on applicable organizational measures seeking to organize pre-trial investigation effectively, management and needs of human resources, the requirements for them and their qualification.Already identified the problems – uneven workload of investigators, problems which are result of increasing duration of pre-trial investigation, lack of investigators' qualification also new weak components of pre-trial investigation organization investigating – lack of the methods of prosecutors' and investigators' workload calculation, lack of the prosecutors' experience in pre-trial investigation – one of the most important newly identified factors doing directly influence the pre-trial investigation organization. The author proposes to address the issue of an additional requirement – the binding one or two years of experience in pre-trial investigation before becoming a prosecutor in order to strengthen the prosecutor's professional and managerial capacity, to know the subtlety of the pre-trial investigation, to be able to organize and monitor pre-trial investigation. Considering crime rate it is necessary to perform a detailed analysis of investigators and prosecutors needs for investigation of criminal acts flow and doing the assessment of crime rate changes to create a common policy on human resource planning. At this stage it is necessary to evaluate the methodology of workload calculation which would help to use available human resources and to equalize workload. [From the publication]
