Summary / Abstract:

LTŠio straipsnio aktualumą sąlygoja tai, jog kaimo gyventojų užimtumas glaudžiai susijęs su gyvenviečių, miestelių ir rajonų centrų ekonominės, socialinės bei kultūrinės raidos galimybėmis. Kaimo gyventojų užimtumo perspektyvos labai priklausys nuo atskirų rajonų socialinės ekonominės plėtros galimybių. Straipsnyje aptariamos kaimo gyventojų užimtumo ir nedarbo tendencijos, taip pat Lietuvos darbo biržos vykdomų aktyvių darbo rinkos politikos priemonių taikymo galimybės kriziniuose kaimiškuosiuose regionuose. ENThe situation of rural population on labour market is analysed. The author analyses changes in rural employment and unemployment evaluates employment tendencies in agriculture. It is difficult to assess objectively the changes in rural population employment, because one has to refer only to the data of the labour force surveys prepared by the Department of Statistics. The situation is complicated by the fact that the rural population employment is greatly influenced by the seasonal prevalence of the amount of works in agriculture. On the other hand, there is a huge lack of objective information about the dynamics of population employment in the previous decade (there are no comparative statistical data on the period before 1997). Despite the fact that the situation on the labour market in Lithuania has been constantly going worse from 1997, the data of labour force surveys show that the number of unemployed persons started to increase significantly only in 2000. Moreover, according to the official statistics the number of rural employed persons in 2000also decreased. Both the number of rural employed persons and the number of rural unemployed persons fluctuate rather greatly; therefore, one has little to say about the tendency of changes in these rates. However, with reference to the rate of unemployed persons and comparing the year 2000 to the year 1997, we can notice a certain worsening of the situation in the rural labour market. According to the data of labour force surveys, there were 74,000 rural unemployed people in 2000, and the level of unemployment was 12.6% there. During 2000, the territorial labour exchanges (TLE) registered by 25,300 rural unemployed population more than in 1999; in total, they registered 88,100 rural unemployed. The share of rural unemployed persons in the total number of the unemployed increased from 35% up to 39% in the period from the beginning to the end of 2000. According to our estimations, at the end of 2000, there were about 80,000 rural unemployed persons registered at the TLE. Summarising data from different sources, one can see that the situation on Lithuanian rural labour market was getting worse; although, it is impossible to assess accurately these changes because of a lack of statistical information.
