Das Binnenschiffahrtsabkommen von 1923

LTLietuvos ir Vokietijos santykiai XX a. 3-jame dešimtmetyje, visų pirma, politiniai ir teisiniai sąryšiai, istoriografijoje dar nėra išsamiai tyrinėti. Autorius Berlyno Humboltų universitete 2008 m. parengė disertaciją vokiečių kalba „Rytų Prūsija, Lietuva ir Sovietų Sąjunga Veimaro respublikos laikais. Ekonomika ir politika vokiečių rytuose“. Disertacijos rėmuose buvo nagrinėjamas Vokietijos ir Lietuvos dvišalių sutarčių kompleksas vadinamosios Veimaro respublikos gyvavimo laikotarpiu. Straipsnis skirtas Vokietijos–Lietuvos 1923–1928 m. ekonominio pobūdžio sutartims, visų pirma, 1923/24 m. laivininkystės vidaus vandenimis sutarčiai, kuri vokiečių istoriografijoje nenagrinėta. Remtasi publikuotais šaltiniais, o taip pat archyviniais, saugomais Vokietijoje. Šaltinių lietuvių kalba autorius nenaudojo, dėl to jo tyrimas atspindi požiūrį į dvišalius santykius žvelgiant iš Vokietijos ir Prūsijos pozicijų. Chronologinius rėmus lėmė tai, kad 1923 m. birželio 1 d. buvo sudaryta pirmoji Vokietijos–Lietuvos prekybinė sutartis. Po to – minėta abiejų šalių 1923/24 m. laivininkystės sutartis, kurios sudarymo ir ratifikavimo peripetijos yra atskleidžiamos. Dėl Lietuvos konflikto su Lenkija Vokietijos ir Lietuvos laivininkystės vidaus vandenimis sutartis neįgijo didelės reikšmės tranzitinei prekybai Nemunu. Ji nustojo galioti 1928 m. spalio 30 d. Lietuvai su Vokietija pasirašius naują prekybos ir laivininkystės sutartį.

ENRelations between Lithuania and Germany in 1920s, particularly political and legal relations, are not yet fully explored in historiography. The author prepared a dissertation in the German language named ‘Eastern Prussia, Lithuania and the Soviet Union in the times of the Weimar Republic. Economics and Politics in the Eastern German” at the University of Humboldt of Berlin in 2008. Within the framework of the dissertation, the authors analysed a complex of bilateral agreements between Germany and Lithuania during the lifetime of the so-called Weimar Republic. The article is devoted to the German-Lithuanian agreements of the economic nature of 1923-1928, particularly to the inland waterway agreement of 1923/24, which has not been analysed within German historiography. The author based his analysis on the existing publications and archive data stored in Germany. The author did not use the sources in Lithuanian, therefore his research reflects a view towards this bilateral relations from the perspective of Germany and Prussia. The chronological framework was based on the fact that in 1923, June 1, the first German-Lithuanian trade agreement was concluded followed with the mentioned bilateral waterway agreement of 1923/24 whose formation and ratification the peripheries are disclosed. Due to the Lithuanian conflict with Poland, this German-Lithuanian agreement on the inland waterways has not gained any great significance on the transit trade in the river Nemunas. It expired in 1928, October 30 when Lithuania and Germany signed a new trade and shipping agreement.
