LTXIX amžiaus paskutiniame ketvirtyje sparčiai kintant socialinės aplinkos fonui, lietuvininkų etninė mažuma įsitraukia į politinę veiklą ilgai išlikdama vokiečių konservatorių partijos įtakoje. Lietuvininkų savarankišką politinę raišką stipriai ribojo politinio elito silpnumas, kurį nulėmė istorinė mažumos raida, ypač išsilavinusių asmenybių stoka.
ENIn the late nineteenth century the ethnic minority of the Lithuanians was under the rule of German Empire without any political ambitions. It is often noticed by historians that this minority was conservative especially in preservation the mother language. In 1873 usage of Lithuanian language was prohibited in Prussian schools. That was a reason for the growth of the political activity of the Lithuanian minority in East Prussia. Moreover, changing of social circumstances at the turn of the nineteenth century involved the local Lithuanian minority in political process. In the period of 1923 -1939 m. the Lithuanian politicians from Lithuania the Minor still were not strong. The lack of the educated persons was the largest problem on the way of forming the Lithuanian political elite.
