LTStraipsnis skirtas šiandieniniams žemės reformos žemėtvarkos darbams Lietuvos kaime, jų problemoms ir ateities darbams aptarti. Apžvelgiami šiuo metu kaimiškose teritorijose vykdomi žemės reformos darbai, pabrėžiamos svarbiausios problemos. Atlikta nuosavybės teisių į žemę, mišką ir vandens telkinius atkūrimo, asmeninio ūkio įteisinimo ir valstybinės žemės ūkio paskirties teritorinė analizė. Tyrimas parodė, kad darbai, susiję su nuosavybės teisių žemę, mišką ir vandens telkinius atkūrimu bei asmeninio ūkio įteisinimu, artėja pabaigos link. Darbe pabrėžiama, kad tikroji žemės reforma tik prasideda. Išskirtas ir analizuojamas naujas žemės tvarkymo darbų etapas, kurio pagrindinis tikslas – valstybinės žemės ūkio paskirties žemės ir valstybinės miškų ūkio paskirties žemės sklypų pardavimas bei tolesni žemės tvarkymo etapai, į kuriuos įeina valstybinės žemės tvarkymo politikos perorientavimas į racionaliai tvarkomų žemės valdų kūrimą kaimo teritorijų kompleksinis tvarkymas, žemės konsolidacijos projektų ir apleistos žemės naudojimo programos rengimas. Darbas parengtas naudojantis mokslinės literatūros ir teisės aktų analizės ir sintezės, statistinių duomenų analizės ir grupavimo, lyginamosios analizės metodais. Tyrimas atliktas naudojantis naujausiais Nacionalinės žemės tarnybos prie Žemės ūkio ministerijos suvestiniais duomenimis. ENCurrent land reform should be considered the sixth one in the history of Lithuania. It started in 1991 soon after restoration of independence of the Republic of Lithuania on the 11th of March, 1990. Land reform law was adopted on the 25th of July, 1991. The law of the Republic of Lithuania "On Procedure and Conditions of Restoration of Citizens' Property Rights to Remained Real Property" was adopted on the 18th of June, 1991. The main goal of the land reform phase was restitution of property rights to lands, forests and water bodies and legalisation of personal farms. This process is coming to an end. Land restitution works and legalisation of personal farms have been completed in many areas of municipalities except some suburban areas. Currently, much attention is paid to sale of state agricultural land. Total sales are about 28% from physical and legal entities requests to purchase the desired land area until the 1st of January 2012. On the 16th of November in 2012 the Lithuanian Government approved Resolution No. 1348. Later organization of sales of the state forest land parcels began. It is forecasted that in 2012 and 2013 and subsequent years up 50 thousand acres of the state forest land will be sold in auctions. The land reform provides for further land management steps.Firstly it is necessary to change the public land management policy to enable rational development of managed land holdings and to organize an integrated management of rural areas. The second plan is to build rural infrastructure and to accelerate land consolidation projects. The third step is to formulate a program for derelict land usage and to strengthen sanctions on agricultural land abandonment. Private agricultural land ownership accounts for 79%. The state owns about 66% of the forested land. However, areas of private agricultural land and forest land are increasing and will increase as a result of property restitution and sales. There are several important problems related to land management work under land reform. The most important problem is excessive changes of laws and the fact that land ownership rights are restored not for those who work on it. The land has become "movable" property because everyone can transfer it to recreational areas or mature forests. Large areas of derelict land and dispersed farm lands were formed during the land reform. [From the publication]
