LTStraipsnyje apžvelgiama susiklosčiusi situacija šiandienos Lietuvos Respublikos aukštojo mokslo sistemoje bei situacija lyginant su kitomis Europos Sąjungos šalimis narėmis. Akcentuojami pasiekimai bei nurodomos probleminės sritys. Pagrindinis dėmesys straipsnyje skiriamas mokslo taikomosios veiklos sampratos skirtybėms įvairiuose dokumentuose ir pačių kolegines studijas vykdančių aukštųjų mokyklų mokslo taikomosios veiklos suvokimas ir interpretavimas. Trumpai pristatoma reali tokios veiklos situacija institucijose bei analizuojamos išorinės ir vidinės priežastys, lemiančios vangų šios veiklos vystymą. [Iš leidinio]

ENThere is set an aim in Lisbon Strategy to develop unified research and innovation space in Europe till 2010, what should promote the development of society of knowledge and knowledge based economics in the European Union. Recent considerable number of discussions in higher education encouraged to prepare this article. The topics what dominate in the discussions are: quality assurance in higher education institutions; quality assessment in higher education institutions; the implementation of life long learning concept, and other related issues. It is possible to observe some kind of struggle to embody united system of quality assessment parameters "from top to bottom" to all higher education institutions, both - universities and colleges, in Lithuanian higher education system. What will be the outcomes of such process? The authors see at least one programmed problem in college sector. The problem area we name is the field of applied scientific research activities. How can the problem be solved? Strategies to solve the problem are presented in the article. The authors propose that applied scientific activities develop very slowly in Lithuanian colleges. We see inner and outer causes of that process. Inner causes are: college academic staff lack applied scientific research skills; participation in applied scientific research is only required but not obligatory parameter for qualification improvement; we also may name as a cause absence of clearly defined concept of applied scientific research activities in the rules of law. Outer causes: there is no created mechanism in the state to acknowledge academic names of college academic staff; universities "itch" to appropriate academic staff and their intellectual production; business still mistrusts the study sector.All these causes named above unclose that it is really very difficult for colleges to meat some roles in the state's education system set for them in The Science and Study Law.
