The Activity of the Italian military representatives to the Alllied Commission in the Baltic States November 1919-February 1920
LTPo Pirmojo Pasaulinio karo prasidėjo modernių taikos palaikymo ir įgyvendinimo misijų era. Siekdamos suvaldyti po karo brendusius valstybių konfliktus ir vidaus suirutę, įgyvendinti po karo sudarytas taikos sutartis ir palaikyti tvarką Europoje, sąjungininkų pajėgos įsteigė kelias komisijas, turėjusias karinį užnugarį. Šių komisijų pastangos spręsti pokario valstybių konfliktus ir suirutę tebėra mažai tyrinėtos. Šiuo požiūriu ypač įdomi yra rytinė Baltijos jūros pakrantė, kurioje po Pirmojo pasaulinio karo buvo pradėtos vykdyti taikos palaikymo misijos. Šiame regione veikusios naujų valstybių vyriausybės, sovietų armija, įvairios nacionalinės ir ideologinės grupės, nereguliarios kariuomenės pajėgos varžėsi dėl įtakos ir teritorijos kontrolės. Siekdami užtikrinti šio regiono stabilumą, sąjungininkai į Baltijos valstybes pasiuntė karinių pajėgų ir tikėjosi užtikrinti Versalio taikos sutarties įgyvendinimą. Stebėti situacijos į Baltijos valstybes buvo išsiųsta Italijos delegacija, kuri savo archyvuose iki šiol išsaugojo vienos karinės komisijos dokumentų, susijusių su ano meto Baltijos valstybėmis. Šie dokumentai tapo pagrindiniu straipsnyje pristatomo tyrimo objektu. Archyviniuose dokumentuose išryškėja sąjungininkų požiūris į padėtį Baltijos valstybėse po Pirmojo pasaulinio karo. Italijos archyvuose išlikę 1919 m. ir 1920 m. dokumentai atspindi didžiųjų jėgų derybas dėl karinių pajėgų, kuriuos destabilizavo regioną, išvedimo iš Baltijos valstybių bei atskleidžia sudėtingą to meto politinę situaciją.
ENAfter World War I, the era of modern peace keeping and implementation mission started. Seeking to control emerging post-war conflicts between states and internal disorders as well as to implement peace treaties concluded after the war and maintain order in Europe, Allied Forces established several commissions with military rear. There is still little research dedicated to these commissions’ efforts to solve conflicts between post-war states and internal disorders. With regard to this aspect, the eastern shore of the Baltic Sea, where the implementation of peace maintaining missions was launched after World War I, is of particular interest. The governments of new states operating in this region, the Soviet Army, various national and ideological groups, and irregular forces were competing for influence and territory control. Seeking to ensure the stability of this region, the allied forces sent military forces to the Baltic States hoping to ensure the implementation of the Treaty of Versailles. A delegation from Italy was sent to the Baltic States to monitor the situation. In its archives, it has preserved documents of one of the military commissions related to the Baltic States. These documents are the key object presented in the article. Archive documents reveal the allies’ attitude towards the situation in the Baltic States after the World War I. Documents of 1919 and 1920 preserved in Italian archives reflect the negotiations of the major powers over military forces, which had destabilised the region, the withdrawal thereof from the Baltic States. These documents also reveal the complicated situation of that period.
