Summary / Abstract:

LT[...] Atkreipiant dėmesį į stambių, produktyviai veikiančių JAV, Japonijos, Europos kompanijų vadybos procesus, juos reflektuojančius analitinius ir apibendrinančius mokslo darbus, galima įsitikinti nuolat evoliucionuojančiu požiūriu į XXI amžiaus problemas. Viena jų – žmogiškojo intelektualiojo kapitalo tapsmas pagrindiniu ekonomikos, ūkio, valstybių pažangos resursu. Lietuvoje Vyriausybė, atskiros ministerijos, nevyriausybinės organizacijos yra priėmusios ne vieną reikšmingą sprendimą, įstatymą, sukūrusios strategijas, kuriose minima žmogiškojo kapitalo svarba šiandieniniame pasikeitusiame, daugiakultūriniame pasaulyje. Tačiau gražiai parašomos ir ES finansuojamos strategijos lieka dokumentuose, o žmogiškojo intelektinio kapitalo vystymo tendencijos realizuojamos ypač vangiai. [...] Ypač tai aktualu, vykdant regionų politiką, nes migracija, bedarbystė, neapgalvoti įstatymai, atsitiktinių, dažnai neišsilavinusių partijų veikėjų ir bendruomenių narių negebėjimas valstybiškai spręsti problemas, patiems kurti darbo vietas bei aukštomis vertybėmis ženklintą gyvenimo erdvę, menkina ne tik ekonominę regiono galią, bet ir neskatina jaunimą siekti asmenybės dvasinės ir intelektinės brandos. Tyrimo problema išreiškiama šiais klausimais: Ar deklaruojama žmogiškojo kapitalo ugdymo idėja valstybėje suvokiama ir ar j i yra įgyvendinama? Ar yra galimybių regionuose sociokultūros institucijų pagalba kurti aukštomis vertybėmis paženklintą bendruomenių gyvenimo ir veiklos erdvę, kurioje žmogus galėtų skleisti kūrybiškumo daigus, kurti darbo vietas ir jausti intelektinio tobulėjimo stimulus. 2008 m. Elektrėnuose atliktas tyrimas bandė patikrinti šias hipotetines įžvalgas. EN[…] The progress of European social model depends on the growth of European economies, the development of knowledge societies, modernization of work organization that requires constant adaptation. Production recession in the independent Lithuania had severe results, which were the following: changes in peoples employment, decrease of the living standart. Intensive emigration had a big negative influence on demographic processes. The greatest losses are considered the following: spiritual losses, disruption of culture. How to reach these aims is a relevant problem in Lithuania. How can one develop intellectual capital, to influence more the economy, social sphere, positive socio-culture focus behavior by reducing the gap between the state citizens living in the city and countryside? Mentality and creativity are wedded to various human activity competitiveness, effectiveness, innovativeness, progress. It is illustrated by a new economic class in different regions — creative class. […] One of the most important region's community activity usefulness sources – a qualitatively new human abilities upholding social space, the permittivity of new technologies in all socio-cultural sphere. Therefore in Lithuania essential is not only its modern-day assessment, but also the creation of effective socio-cultural activity's strategy in the regions. The article emphasizes the aspects of intellectual potential in Lithuania. […] Aiming to reveal what role during this period has multifunctional cultural centres in meeting the socio-cultural needs of the community, in developing intellectual capital and creating a positive socio-cultural space, interaction of socio-cultural institutions with the community was investigated in several Lithuanian regions (Elektrėnai district).The conclusions state that it is essential to form strategies of socio-cultural work that are people-oriented. One of the conditions of changing the situation in the regions is to reinforce social cohesion. The attention should be paid to one of the most important areas – the development of human resources and investment in people. Community is one of the most important environments of social life autonomy, cooperation, cooperation of social subjects, creativity, ingenuity, the development of valuable thinking. In this study we tried to diagnose and indicate the possibilities of developing intellectual capital in the regional town meeting and developing socio-cultural needs of the community. Significant community's socio-cultural activity can help creating a united, expedient system of cooperation and partnership which would give a sense to the activity and would be justified by higher values. The movement to identify and promote the values shared by societies around the world is relatively new. It is only in recent years as globalization extended its reach to even remote comers of the earth that the need to refocus and build upon what we as a human society have in common, has become apparent. Increased contact between peoples and nations enhances awareness of our kinship and the shared code of ethics and conduct that underlies all civilization. It is these values that we must now promote to create a common vision and means for moving forward toward a more peaceful and sustainable world. [From the publication]
