The Image of political community in Lithuania : the salience of nationality as a criterion of membership

LTDemokratizacijos procesų pradžioje trys Baltijos valstybės – Estija, Latvija ir Lietuva – priėmė sprendimą įtvirtinti liberalią demokratiją, grįstą pilietybės teise beveik visiems nuolatiniams valstybės gyventojams, arba „etninę demokratiją“, kurios visateisiais piliečiais galėjo pretenduoti tapti tik 1940 m. kartos palikuonys. Latvijai ir Estijai priimtinesnis buvo antrasis variantas, o Lietuva pasirinko pirmąjį. Kai kuriose valstybėse tautybė iš tiesų yra svarbi kaip įtraukimo/ išskyrimo iš politinės bendruomenės kriterijus. Jei vadovautumėmės pilietybės įstatymų analize, galėtume teigti, kad Lietuvoje tautybė tokio vaidmens neatlieka. Toks argumentas šiandieninėje Lietuvoje tapo stereotipu, kuriam šis straipsnis meta iššūkį. Pamatinė prielaida, kuria remiasi straipsnyje pristatoma analizė, yra ta, jog būtina skirti „formalias“ ir „realias“, tikrovėje egzistuojančias ir veikiančias politines bendruomenes. Neretai „politinės bendruomenės“ sąvokos turinys laikomas savaime suprantamu. „Formalioji“ politinės bendruomenės samprata – formaliai politines teises turinčių asmenų populiacija – yra nepakankama suprasti realiai vykstančius politinius procesus. Politinę bendruomenę būtų teisingiau suprasti kaip įsivaizduojamą bendruomenę tų, į kurių interesus privalo būti atsižvelgta priimant politinei bendruomenei svarbius sprendimus. Pagrindinis straipsnyje pristatomos analizės objektas – narystė politinėje bendruomenėje. ENAt the beginning of the democratization process, the three Baltic States - Estonia, Latvia and Lithuania - made a decision to establish either a liberal democracy based on the right to citizenship for almost all of the state’s permanent residents, or an "ethnic democracy", where only descendants of the 1940 generation could aspire to become full-fledged citizens. The second option was more acceptable to Latvia and Estonia, while Lithuania chose the first. In some countries, ethnicity truly is important as a criterion for inclusion in/exclusion from the political community. If we were to follow the analysis of citizenship laws, we would be able to assert that nationality does not play such a role in Lithuania. In the Lithuania of today, this argument has become a stereotype - one which this article intends to challenge. The fundamental assumption that the analysis presented in the article is based on is that it is necessary to discern "formal" and "real" political communities that exist and function in reality. Often, the content of the "political community" concept is considered to be understood on its own. The "formal" political community concept - the population of people possessing formal political rights - is not sufficient to understand the political processes that are actually taking place. It would be more correct to understand the political community as an imaginary community made up of those whose interests must be taken into account when making decisions important to the political community. The main subject of the analysis presented in the article is membership in the political community. The main research question is related to nationality: can a person’s nationality be considered a determining factor for membership in the political community?.
