Elections to local government councils' 2002 : relations between political parties and the development of the party system

LT2002 m. savivaldos rinkimų rezultatai parodė, kad Lietuvos rinkėjų nuomonė gan lengvai paveikiama. Rinkėjai vis dar entuziastingai ieško naujų partijų, galinčių pateisinti jų pasitikėjimą. Šie rinkimai veikiausiai patvirtina ilgalaikės ar net didėjančios Lietuvos partinės sistemos fragmentacijos tendencijas. Visa tai sudaro palankias sąlygas ir netgi būtinybę formuoti koalicijas. Šie rinkimai parodė, kad precedento neturintis skaičius Seimo narių kandidatavo ir buvo išrinkti į savivaldybių tarybas. Akivaizdu, jog „sėdėjimas ant dvejų kėdžių“ – Seime ir savivaldybės taryboje – giliai įsišaknijusi praktika mūsų politinėje kultūroje. Tokia praktika galėjo būti panaikinta tik radikaliomis priemonėmis. 2002 m. gruodžio 24 d. Konstitucinis teismas išaiškino, kad Lietuvos Respublikos Konstitucijoje nėra įtvirtinta dvigubo mandato galimybė, tad Seimo nariai turėtų vengti siekio įgyti dar vieną mandatą. Šis Konstitucinio teismo sprendimas sulaukė daug dėmesio ir diskusijų, pagal kurias galima spręsti apie Lietuvos elito politinę sąžinę ir demokratijos konsolidacijos lygį. Straipsnis yra sudarytas iš trijų pagrindinių dalių. Pirmoje dalyje pateikiami duomenys ir įžvalgos apie 1995–2002 m. vykusius savivaldos rinkimus. Antroje dalyje pristatomas tyrimas, atskleidžiantis Lietuvos partinės sistemos pokyčius 2000–2002 metais. Taip pat siekiama įvertinti, ar 2000 m. Seimo ir 2002 m. savivaldos rinkimų prognozės pasitvirtino. ENThe results of the 2002 municipal elections showed that the opinion of Lithuanian voters can be influenced with relative ease. Voters are still enthusiastically looking for new parties that are capable of justifying their confidence. These elections probably confirm the trends of long-term or even increasing fragmentation of the Lithuanian party system. All this creates favourable conditions and even the necessity to form coalitions. These elections have shown that an unprecedented number of Seimas members ran for, and were elected to, municipal councils. It is clear that "sitting on two chairs" - in the Seimas and on a municipal council - is a deep-rooted practice in our political culture. This practice could only be abolished by radical measures. On 24 December 2002, the Constitutional Court ruled that the Constitution of the Republic of Lithuania does not provide for the possibility of a double mandate, so Seimas members should avoid the goal of acquiring another mandate. This decision of the Constitutional Court was cause for considerable attention and discussion, which spoke volumes about the political consciousness of the Lithuanian elite and the level of democratic consolidation. The article is composed of three main parts. The first part presents data and insights on the municipal elections that took place from 1995 to 2002. The second part presents a study that uncovers change in the Lithuanian party system from 2000 to 2002. It also aims to assess whether the predictions for the 2000 Seimas elections and 2002 municipal elections proved correct. In the third part, cooperation between Lithuanian political parties in shaping the local authorities - particularly in the selection of mayors - is examined.
