"Waiting for Godot?" : Lithuania and the European Security Order in the 21-century
LTLietuvos užsienio ir saugumo politikos principai, kryptys ir pagrindiniai tikslai liko iš esmės nepakitę nuo pat valstybingumo atkūrimo, tačiau politinių sprendimų priėmimo kontekstas per tą laiką gerokai pasikeitė ir keičiasi toliau. Vidurio ir Rytų Europoje žlugus komunistiniams režimams, Šaltojo karo tvarka žlugo neįtikėtinai greitai. 2000 m. aiškėja, kad strateginė aplinka ir mūsų saugumo suvokimas taip pat pakito. Nors Vidurio ir Rytų Europos lyderiai nepamiršta sovietinės praeities, pastarieji dešimt metų leidžia tikėtis, kad šioms valstybėms pavyks sėkmingai integruotis į Vakarų Europos struktūras. 1999 m. Kosovo kampanija privertė peržiūrėti tarptautinio saugumo sampratą, Europos Sąjunga (ES) ir NATO turėjo susidoroti su eile svarbių vidaus institucinių iššūkių, kurie turės įtakos euroatlantinio saugumo raidai. Kosovo kampanija taip pat pareikalavo narystės ES ir NATO siekiančių valstybių dėmesio, privertė uoliau siekti demokratijos konsolidacijos, įgyvendinti užsibrėžtus pereinamojo laikotarpio uždavinius. Šiame pranešime detaliau apžvelgiant šiuos ir kitus svarbius saugumo procesus, aptariama Lietuvos vieta, vaidmuo ir galimybės XXI a. Europos saugumo sistemoje. Pirmojoje pranešimo dalyje nagrinėjami Europos saugumo sistemai kylantys vidaus iššūkiai, antroje dalyje įvertinami dvigubos (ES ir NATO) plėtros keliami iššūkiai pereinamuoju laikotarpiu, trečioje analizuojama Rusijos, Ukrainos ir Baltarusijos vieta Europos saugumo struktūroje. ENPrinciples of foreign and security policies of Lithuania, their directions and goals have not changed fundamentally since the restoration of the national statehood, however, the context of decision making has changed and been changing significantly over the period. With the collapse of the communist regime in the Central and Eastern Europe, the order of the Cold War collapsed very rapidly. In 2000, it became clear that the strategic environment and our perception of security have also changed. Although, leaders of the Central and the Eastern Europe do not forget the Soviet past, the recent decade provides hopes for these states’ successful integration into structures of the Western Europe. The Kosovo War of 1999 forced Europe to revise the concept of international security, and the European Union and NATO had to cope with a number of internal institutional challenges, which will influence the development of the Euro-Atlantic security. The Kosovo War also attracted the attention of states seeking membership in the European Union and NATO, and forced to diligently seek the consolidation of democracy, the implementation of the objectives of the transitional period. This article reviews these and other important security processes in detail, discusses the place, role and possibilities of Lithuania in the system of European security of the 21st century. The first part of the report is concerned with the system of the European Security, inner challenges. The second part evaluates the challenges the double (EU and NATO) development faces in the transitional period, and the third part analyses the place of Russia, Ukraine and Belarus in the European security structure. The fourth part of the report emphasises security paradoxes and opportunities for Europe on the threshold of the 21st century.
