The Case for XXIst-century teacher policies

LTStraipsnyje analizuojami mokytojų veiklos sparčiai besikeičiančiame pasaulyje, veikiamame globalizacijos ir modernizacijos, politikos kaitos klausimai: pakitę reikalavimai pedagogams; aukštos kokybės pedagogų rengimo ir tobulinimo garantavimas; patraukli karjera; efektyvus mokytojų veiklos vertinimas; mokytojų įtraukimas į švietimo reformas. Straipsnyje įrodinėjama, kad gyvenimo sėkmė priklauso ne nuo žinių atkartojimo, o nuo jų taikymo naujose situacijose, raštingumas nebėra tik techninių įgūdžių įgijimas, jis susijęs su nelinijinės informacijos valdymu, savo proto turtinimu per hiperteksto internete suvokimą ir kūrimą, identifikavimą, interpretavimą, kūrybą ir komunikavimą naudojant rašytinę medžiagą, susijusią su tęstinių pokyčių kontekstu, gebėjimais, kai individai kuria sintezuodami vertes. Lietuvoje stokojama tarpdisciplinio ugdymo dermės, reikalingi vis nauji vaidmenys, ryšiai, kompetencijos, mokymo organizavimavimas bendradarbiaujant. Rekomenduojama nesitenkinti, kad Lietuvos mokiniai pasiektų tik žemiausią lygmenį, nes anksčiau, kai ekonomikai reikėjo mažai gerai išsilavinusių darbuotojų, to pakako, užteko nedidelio elito vadovauti šaliai, dabar išsivysčiusioms ekonomikoms reikia kuo daugiau aukšto išsilavinimo, tvirtų įgūdžių, besimokančių ar pasirengusių mokytis visą gyvenimą žmonių. Aukštos kultūros, ekonomikos šalims gyvuoti reikalingi aukščiausio pasirengimo pedagogai, kuriems būtų pasiūloma patraukli paskatų ir karjeros sistema, nuolatinis iniciatyvų palaikymas, reformų aptarimas, pristatymas ir diskusija, kitaip mokytojai priešinsis naujovėms. ENThe article analyses changes in policy of teachers’ activities in a rapidly changing world influenced by globalisation and modernisation: changes in requirements for teachers; assurance of high quality training and improvement of teachers; effective assessment of teachers’ activities, engagement of teachers into reforms of education. The article seeks to prove that the life success does not only depend on the repetition of knowledge. It also depends on the ability to apply it in new situations. Literacy is not only concerned with technical skills. It is related with information management, intelligence enhancement through perception and creation of a hypertext on the Internet, identification, interpretation, creation and communication by using written material related to the context of continuous changes. Lithuania has gaps in the interdisciplinary education. People need new roles, contacts, competences and organisation of education through communication. The author believes that Lithuanian students should not be content with the lowest level, since, earlier the national economy required a few well-educated people for a small group of elite to govern the state. The current economy requires a lot more people with higher education, firm skills, who are learning or are ready to learn for the whole their life. Countries with high level of culture and economy require highly skilled teachers, who would be offered attractive encouragement and career possibilities, continuous support for their incentives, discussions and presentations of reforms, since otherwise, teachers will oppose new reforms.
