Lietuvos Steigiamojo Seimo delegacijų veikla

LTSteigiamasis Seimas aktyviai reiškėsi Lietuvos užsienio politikoje. Steigiamojo Seimo nariai buvo įtraukiami į diplomatinių delegacijų sudėtį, nes Užsienio reikalų ministerija neturėjo pakankamai aukštos kvalifikacijos valdininkų. Seimo nariai galėjo tiesiogiai sužinoti užsienio valstybių požiūrį į Lietuvą ir bandyti jį pakeisti, ginant Lietuvos interesus. Be to, jie informavo savo frakcijų narius bei Lietuvos visuomenę apie savo kelionių rezultatus, aiškindami Lietuvos tarptautinę padėtį ir valstybės užsienio politikos uždavinius. Nepaisant ideologinių skirtumų, Steigiamojo Seimo politinės frakcijos, išskyrus lenkų grupę, stengėsi laikytis bendros politinės linijos užsienio politikos srityje.Vis dėlto LSDP politinė grupė laikėsi dvejopos pozicijos – nedvejodama kritikavo koalicijos partnerius viešuose posėdžiuose, bet turėjo savo atstovus Antantėje ir Tautų Sąjungoje. Nuo 1920 m. iki 1921 m. Seimas suformavo šešias delegacijas, į kurias didžiausios frakcijos delegavo savo atstovus. Trys delegacijos buvo oficialios, trys – neoficialios. Diplomatinėse delegacijose dirbę Seimo nariai gynė šalies interesus ir papildė Užsienio reikalų ministerijos veiklas. Toks įgaliojimų pasidalinimas nepažeidė valdžios pasiskirstymo principo, bet sudarė sąlygas palaikyti glaudžius ryšius tarp Seimo ir vyriausybės bei prisidėjo prie efektyvesnio bendradarbiavimo tarp nacionalinių institucijų sprendžiant valstybinės reikšmės problemas. ENThe Constituent Seimas had the most remarkable influence on the foreign policy of Lithuania. Members of the Constituent Seimas were included into the composition of the diplomatic delegations thus providing assistance to the ministry of Foreign affairs, which was lacking civil servants of high qualifications. Members of the Seimas could get direct information about the attitude of foreign countries towards Lithuania and try to change it by defending Lithuania’s interests. Besides, they used to inform the members of their political groups as well Lithuanian society about the results of their tours by providing information on the international situation of Lithuania and its tasks in the area of foreign policy. Despite ideological differences, the political groups of the Constituent Seimas, excluding the Polish political group, tried to follow a single course in the field of foreign policy.Nevertheless, the LSDP political group used to take up a two-fold position – it did not hesitate to criticize the coalition partners in public sessions but had its representative in the entente countries and the League of Nations. During the period from 1920 to 1921, the Seimas formed six parliamentary delegations which included members of the most numerous political groups. Three delegations were official and three informal (private). Members of the Seimas, who were part of the diplomatic delegations, defended the interests of the country and contributed to the activities of the ministry of Foreign affairs. Such interdependence of powers did not violate the principle of the distribution of powers but created conditions for maintaining closer relations between the Parliament and the government and contributed to an effective cooperation between the national authorities when solving the issues of national importance.
