Summary / Abstract:

Gali. Technologijos užtikrina spartumą. Būtent jos lemia įdomiausią kaitos ypatumą: išsiplečia žurnalistikos žanrų raiškos galimybės. Technologijos lėmė dienoraščio „atgimimą“: jis jau yra žurnalistikos žanrų sąraše, įgijo struktūrinių reikalavimų, būdingų informacijos kūriniui ir net tampa leidiniu. Straipsnyje, paaiškindami teismo bylą, susijusią su dienoraščio autoriaus teisėmis būti prilygintam žurnalistui, išnagrinėsime dienoraščio – žurnalistinio kūrinio vaidmenį (t. y. įvertindami dienoraštį kaip žurnalistikos žanrą).

ENTechnologies have led to the rebirth of a blog: it has already been included in the list of journalism genres, acquired structural requirements characteristic of a piece of information and is even becoming a publication. Explaining the court case related to the rights of a blogger to be treated as a journalist, the author of the article examines the role of a blog as a piece of journalism (i.e. viewing the blog as the genre of journalism and a publication). In 2007, a blogger was not accredited in the Office of the Seimas of the Republic of Lithuania. After he appealed against this decision of the Lithuanian Parliament's institution in court, the Office of the Seimas searched for legal arguments to ground the prohibition. They could be basically described as an attempt to justify its treatment of a citizen of the Republic of Lithuania by officially referring to the Law on the Provision of Information to the Public (1996; new version 2001) under cover that neither this law nor other legal acts define the concept of a blogger. The author maintains that this case has revealed the lack of formal discussions about modern expressions of public information: should the legislator hasten to draft amendments with the emergence of every new word or new interpretation of terms? On the one hand, the author reveals the historical role of a blog (a diary) as a genre of publicist writing. On the other hand, today the blog is viewed as a genre of news used by journalists to present the chronicle of important events, which may be constantly updated and specified in the electronic media. […].The author of the article concludes that a blog has been establishing as a source of social expression, a publication and a genre of journalism; journalist expression of the genre of blog differs from other expressions of this genre when it formally meets the criteria of a journalistic piece of work: selection of social information according to relevance, closeness, recency and reality of facts, reference to sources, truth investigation; a blogger in Lithuania may be and is treated as a journalist, since he is an author of publicised information (it is particularly important in relation to the Parliament, because formally every elector has the right and possibility to observe sittings); a blog as a publication is more than a piece of creation - it reveals cultural identity of the author(s), it helps perceive the psychological portrait and behaviour of a person (or an organisation); therefore, it should be analysed in different social aspects on the web. The analysis of a blog as a source of data is an object worth the attention of journalists; the legislator of the Republic of Lithuania could supplement the definitions of the Law on the Provision of Information to the Public with the concept of a "blog", yet defining it as a means of information only (next to a newspaper or a journal), since, being a publication, it surpasses the notion of a genre (just like in the case of an interview - as a working method discussed in the article).
