Lietuvos vadybinio potencialo būklės ir perspektyvų analizė

LTStraipsnyje pateikiama A.Marčinsko ir D.Diskienės monografijos „Lietuvos vadybinis potencialas. Būklė ir perspektyvos“ recenzija. Knygos autoriai tyrimo objektu pasirinko vieną iš svarbiausių šiuolaikinio vadybos mokslo problemų – valstybės vadybinio potencialo problemą. Ši problema aktuali visoms be išimties pasaulio šalims. Autoriai iškėlė labai konkretų tyrimo tikslą – suformuoti Lietuvos vadybinio potencialo mokslinio tyrimo bazinę koncepciją, atskleisti jo dedamųjų būklę ir didinimo galimybes. Pažymėtina gerai parengta monografijos sandara, klausimų dėstymo nuoseklumas ir gilumas. Pirmiausia nagrinėjama vadybinio potencialo mokslinė dedamoji, tiriami valstybės ir verslo organizacijų valdymo modeliai ir mechanizmai. Toliau nagrinėjama vadovų kompetencija kaip vadybinio potencialo dedamoji, atliekama viešojo ir verslo sektorių vadovų kompetencijos vertinimo analizė. Didžiąją monografijos dalį sudaro vadovų požiūrio į planavimo, organizavimo, vadovavimo, motyvacijos ir kontrolės funkcijas vertinimo tyrimas. Nagrinėjant valstybės valdymo lygmenį daugiausia dėmesio skiriama Lietuvos valstybės valdymo sistemos formavimo specifikai. Daug naujų originalių minčių pareikšta nagrinėjant valstybinio reguliavimo mažinimo galimybes. Nagrinėjant verslo organizacijų valdymo lygmenį, pateikiama išsami akcinių bendrovių valdymo modelio kūrimo analizė, vertinamos tam tikros galiojančio Akcinių bendrovių įstatymo nuostatos. Išsamiai nagrinėjami motyvacijos teoriniai aspektai ir jų sąsaja su praktine veikla.

ENThe paper presents the review of the monograph “Lietuvos vadybinis potencialas. Būklė ir perspektyvos” [Managerial Potential in Lithuania: the State and Perspectives] by Albinas Marčinskas and Danuta Diskienė. The authors focused on one of the most important problems of the modern science of management, i.e. the problem of the state’s managerial potential. The research aim is very concrete, i.e. to form the basic concept of the scientific research of Lithuania’s managerial potential and reveal the state of its components as well as enhancement opportunities. The monograph has a well-developed structure; the issues are presented in a consistent and in-depth manner. It initially explores the scientific component of managerial potential, state and business organisation management models and mechanisms. Subsequently it focuses on managers’ competence as the component of managerial potential and carries out the analysis of the assessment of competence of managers from the public and private sectors. The larger part of the monograph consists of the study of the evaluation of managers’ attitude towards the functions of planning, organisation, leadership, motivation and control. The analysis of the state governance level mainly focuses on the specificity of the formation of the Lithuanian state governance system. The monograph contains many new original insights regarding the possibilities of reducing state regulation. The level of business organisation management is examined through the exhaustive analysis of the creation of the model of company management and evaluation of certain provisions of the effective Law on Companies. The book extensively investigates the theoretical aspects of motivation and their relationship with practice.
