Twenty years of human research ethics committees in the Baltic States
LTBaltijos šalyse mokslinių tyrimų etika pradėta vystyti prieš du dešimtmečius, bet informacija apie tai yra fragmentiška ir nenuosekli. Straipsnio tikslas yra dvejopas: 1) pateikti bendrą žmonių tyrimų etikos apžvalgą Baltijos šalyse ir 2) identifikuoti kai kurias problemas, susijusias su etikos priežiūra kuriant aukštos kokybės tyrimų aplinką. Autorių nuomone, ši apžvalga gali atskleisti kai kurias svarbias etikos priežiūros procesų ir tyrimų dalyvių apsaugos įžvalgas Baltijos šalyse ir kitur. Baltijos šalių, kaip visuomenių, kuriose vyksta pereinamieji procesai, patirtis gali būti labai naudinga kitoms pereinamųjų procesų visuomenėms. Per pastaruosius du dešimtmečius žmonių tyrimų etika Baltijos šalyse smarkiai vystėsi teisiniu ir instituciniu požiūriu, bet kiekviena šalis vystėsi skirtingomis kryptimis. Daugeliu atvejų susikūrusios sistemos atitiko tarptautinius standartus, tačiau problemų vis dar yra. Pavyzdžiui, ribotas etikos tyrimų skaidrumas ir procedūrinis aiškumas trukdo kurti kokybišką tyrimų aplinką. Tyrimų etikos komitetus reiktų paskatinti viešinti protokolų duomenis savo tinklalapiuose. Reikia sukurti naujus metodus interesų konfliktams valdyti, atsižvelgiant į tai, kokią įtaką tyrimų etikos komitetų struktūra turi šiems konfliktams. Daugiau pastangų reikia įdėti kuriant optimalų tyrimų etikos komitetų modelį komitetų sudėties ir jų narių motyvacijos požiūriu. Reikia taip pat tobulinti teisinę aplinką. Tinklaveika tarp tyrimų etikos komitetų galėtų būti potencialus įrankis, skatinantis auščiau minėtus procesus.
ENIn the Baltic States the development of research ethics started a couple of decades ago but information on the subject is fragmented and inconsistent. The aim of the article is twofold: (i) present a general overview of ethics in research on humans; and (ii) identify certain issues of regulation of ethics to create a high quality research environment. Authors believe that this overview may reveal certain important insights into the ethics regulatory process and protection of research subjects in the Baltic States and other parts of the world. Experience of the Baltic States as societies undergoing transitional processes could be highly useful to other societies faced with the same processes. Over the past two decades ethics in human subject research in the Baltic States underwent significant development both legally and institutionally, but every country went in a different direction. In many cases the resulting systems did meet the international standards but problems still persist. For example, somehow limited transparency of ethics research and procedural clarity obstruct the creation of a quality research environment. Study ethics committees should be encouraged to publish protocol data on their websites. New methods for managing conflicts of interests should be developed taking into account the influence structure of ethics committees has on these conflicts. More effort is needed to develop the optimal model of an ethics committee in terms of committee membership and member motivation. There is also a need for a better legal framework. Networking between study ethics committees could serve as a tool for promoting these processes.
