Lietuvos kaimo plėtros vizija: teisinių reglamentų sisteminio tyrimo rezultatai
LTStraipsnio tikslas – supažindinti su nauja teisės aktų, reglamentuojančių valstybės valdymą, analizės ir sintezės bei rengimo tobulinimo metodika. Tokios metodikos atsiradimą padiktavo poreikis ištirti Lietuvos kaimo plėtros vizijas ir nustatyti, kaip jos formuluojamos mūsų valstybės teisės aktuose. Kadangi dažnai būna labai sudėtinga suprasti jau esančias valdžios programas, buvo nutarta pasiūlyti pertvarkyti dabartinės Vyriausybės programos tekstą pagal iš anksto nustatytą algoritmą. Pertvarkytas tekstas leidžia aiškiau suvokti programinių nuostatų esmę ir tikslus. Tyrimo metu, naudojant sisteminio struktūralizmo metodą, buvo analizuojamos ir sintezuojamos Lietuvos Respublikos 15-osios Vyriausybės programos skyriaus „Lietuvos kaimo plėtra“ nuostatos. Atliktas tyrimas reikšmingas dėl keleto priežasčių: 1) parodo, kiek dar reikia tobulinti mūsų valstybės administravimo reglamentavimą; 2) pateikia tam tikrą metodiką politikams, rengsiantiems būsimų vyriausybių programas; 3) padeda dabartiniams kaimo gyventojams aiškiau suprasti 15-osios Lietuvos Vyriausybės siekius ir numatyti rezultatus, kurių jie sulauktų, jei šie siekiai būtų įgyvendinti. ENThe aim of the article is to present development methods for the analysis, synthesis and preparation of new legal acts that determine the governance. The appearance of the methods was influenced by the need to analyse Lithuanian rural development visions and to determine their formulation in the legal acts of our state. It was suggested to rearrange the text of the present Government programme according to the determined algorithm because usually it was very hard to understand the already existing programmes of the government. The rearranged text allows to perceive the essence and aims of the provisions more easily. During the research, by means of the systemic structuring method, the provisions of the chapter “Lietuvos kaimo plėtra” [Lithuanian Rural Development] of the 15th programme of the Government of the Republic of Lithuania were analysed and synthesized. The research is important because of the following reasons: 1) it indicates the need to improve the administrative regulation of our state; 2) it provides a special methodology for politicians who prepare programmes for future governments; 3) it helps the present residents of rural areas to understand the aims of the 15th government of Lithuania more clearly and to predict the results in case the aims were implemented.
