Valstybės ilgalaikės raidos strategijos atnaujinimo ir strateginių dokumentų poreikio studija
LTDarbo grupės parengta „Valstybės ilgalaikės raidos strategijos atnaujinimo ir strateginių dokumentų poreikio studija“ yra analitinis darbas – studija, kurioje pateiktos rekomendacijos, kaip atnaujinti esamą Lietuvos valstybės ilgalaikę strategiją bei kodėl ir kaip ją įgyvendinti. Esminė studijos dalis yra sutelkta rekomendacijose dėl Lietuvos valstybės vizijos bei ilgalaikės raidos strategijos pagrindinio tikslo ir prioritetų bei jų įgyvendinimo krypčių. Tačiau jos visiškai vienareikšmiškai neišplaukia iš Lietuvos socialinės-ekonominės situacijos analizės ir tą situaciją veikiančių globalių tendencijų, nes strateginiai Lietuvos valstybės tikslai yra ne vien tik loginis, bet ir kūrybinis bei moralinis apsisprendimas. Studijos rengimo laikotarpis sutapo su ekonominio nuosmukio Lietuvoje ir visame pasaulyje pradžia. Tačiau savo studijoje šį nuosmukį autoriai supranta ne kaip priežastį keisti ilgalaikę valstybės raidos strategiją, o tik kaip vieną iš reiškinių, kurių poveikiui Lietuvos valstybė, pagal jų rekomendacijas atnaujinusi strategiją, ateityje turėtų būti atsparesnė. Kartu šis laikotarpis buvo labai palankus ieškant strateginių išeičių, nes visas pasaulis, jo šviesiausi protai yra ties tuo susitelkę. Buvo puiki proga išanalizuoti ir įvertinti procesus, kurių aktualumą valstybės raidai parodė šis laikmetis. Studija, pirmiausia, rašyta kaip rekomendacijos, į kurias turėtų atsižvelgti atsakingos valstybės valdymo institucijos, atnaujinsiančios ilgalaikės valstybės raidos strategiją.
ENThe “Study on the Renewal of the State Long-Term Development Strategy and the Need for Strategic Documents” prepared by the working group is an analytical work-study in which recommendations are presented on how to update the current Lithuanian national long-term strategy, as well as why and how to implement it. An essential part of the study is focused on recommendations regarding the main goal and priorities of the Lithuanian state vision and long-term development strategy, and well as directions for the implementation thereof. However, they do not completely and unequivocally ensue from the analysis of the Lithuanian socio-economic situation and the global trends affecting that situation, since the strategic objectives of the Lithuanian state are not only a logical choice, but a creative and moral one as well. Preparation of the study coincided with the beginning of the economic downturn in Lithuania and around the world. However, in their study, the authors view the downturn not as a reason to change the long-term national development strategy, but merely as one of the occurrences whose affect the Lithuanian state should, upon updating the strategy according to their recommendations, be more resistant to in the future. At the same time, this period was very auspicious in looking for strategic solutions, because the entire world and its brightest minds are all concentrated on it. This was an excellent opportunity to analyse and evaluate the processes whose relevance to the development of the state was revealed by this era. The study, first of all, was written as a recommendation which the institutions of state power responsible for updating the long-term national development strategy should take into consideration.
