LSSR KGB ir LKP CK santykių dinamika 1954-1990 m

LTTyrinėjant sovietinio saugumo veiklą Lietuvoje, svarbu atkreipti dėmesį į jo ryšius su aukščiausiąja partijos vadovybe. Šiame straipsnyje analizuojami Lietuvos Sovietų Socialistinės Respublikos valstybės saugumo komiteto (LSSR KGB) ir Lietuvos komunistų partijos Centro komiteto (LKP CK) santykiai bei jų pokyčiai 1954–1991 m., LKP CK įtaka LSSR KGB operatyvinei veiklai bei LSSR KGB galimybės daryti poveikį LKP CK ir represinei politikai. LSSR KGB ir LKP CK santykiai priklausė nuo politinių procesų Maskvoje. Juos lėmė sovietinės nomenklatūrinės sistemos institucijų bendravimo principai bei LKP CK vadovų santykiai ir jų (ne)sugebėjimas garantuoti LSSR KGB partinės kontrolės. LSSR KGB realiai kontroliavo tiesioginė valdžia SSRS KGB ir aukščiausioji respublikos partinė valdžia LKP CK bei LKP CK pirmasis sekretorius. Nors nebuvo teisinių svertų daryti įtakos KGB operatyvinei veiklai, LKP CK galėjo daryti poveikį kitoms KGB veiklos sritims, t. y. skirti daugiau dėmesio kai kurioms visuomenės grupėms ar priemonėms. Nomenklatūrinė sistema nubrėžė LKP CK, kitų partinių struktūrų ir LSSR KGB bendravimo, pavaldumo modelį, kuris lėmė tam tikrą KGB savarankiškumą. Glaudus šių dviejų struktūrų bendradarbiavimas rodo jų artimą ryšį ir tarpusavio priklausomybę. Komunistų partijos direktyvos ir iniciatyvos liudija ją buvus atsakingą už represinės politikos formavimą, kryptis ir metodus. KGB, kaip partijai pavaldi institucija, pagal savo kompetenciją įgyvendino partijos nutarimus ir nurodymus. Nuo KGB veiklos efektyvumo priklausė sovietinio režimo stabilumas Lietuvoje.

ENWhen analysing activities of Soviet security forces in Lithuania, it is necessary to pay attention to its contacts with the highest party authorities. This article analyses the relations of the KGB of the Lithuanian SSR and the Central Committee of the Lithuanian Communist Party (CC of LCP) and their changes on 1954–1991, the impact of the CC of the KGB of the Lithuanian SSR (KGB of LSSR) and the possibilities of the latter to influence the CC and the repressive policy. The relations of the KGB of LSSR and the CC of LCP depended on political processes in Moscow. They were determined by the principles of communication between institutions of the nomenclature system and the relationships between the heads of the CC of LCP and the (dis)ability to guarantee the party control of the KGB of the LSSR. The KGB of the LSSR was under direct control of authorities of the KGB of the USSR and the supreme part authorities of the republic the CC of the LCP and the first secretary of the CC of the LCP. Although there were no legal leverages to influence operational activities of the KGB, the CC of the LCP could influence other fields of activities of the KGB, i.e. to pay more attention to certain social groups or measures. The nomenclature system highlighted the model of communication and subjectivity of the CC of the LCP, other party structures and the KGB of the LSSR, which determined a certain independence of the KGB. The close cooperation between these two structures shows their close relationships and mutual dependence. Directives and initiatives of the communist party demonstrate its responsibility for the formation direction and methods of the politics of repression. The KGB as an institution subject to the party, implemented resolutions and orders of the party within its competence.
