Baltarusija - sąstingis ir transmutacija. : žvilgsnis iš Lietuvos

LTPristatoma 2004 m. Lietuvos karo akademijos išleistos kolektyvinės monografijos "Baltarusijos paradoksai. Įstrigusi transformacija ir regioninis saugumas" recenzija. Recenzijoje teigiama, kad monografija turėtų suteikti papildomą impulsą pažinti Baltarusijos aktualijas, nes ši šalis yra savotiškas paradoksas, beveik sutartinai ignoruojamas daugumoje Europos ir Baltijos saugumo studijų. Monografijoje daroma išvada, kad padėtį Baltarusijoje lemia šalies politinės vadovybės pastangos "restauruoti" buvusią sovietinę santvarką, o tokių pastangų rezultatas - du vienas kitam svetimi pasauliai, dvi sanklodos, kurių vieną sudaro nomenklatūrinio socializmo reliktų sistema, kitą - privatus, bet nelaisvas verslo sektorius. Recenzentui abejonių kelia knygos autorių viltis, kad pragmatinio bendradarbiavimo tarp Baltarusijos ir ES valstybių stiprinimas pademonstruotų Baltarusijos žmonėms demokratijos pranašumus, paskatintų pokyčius. Recenzijoje teigiama, kad socialinė struktūra monografijoje minima pernelyg epizodiškai, reikėtų platesnės Baltarusijos gyventojų ideologinių-vertybinių nuostatų dinamikos analizės, opozicinių jėgų Baltarusijoje veiklos perspektyvų vertinimo. Vis dėlto pažymima, kad monografijos tema neabejotinai aktuali, ypač Ukrainos "oranžinės revoliucijos" kontekste; tyrimo solidumą užtikrina ne tik nagrinėjamų temų įvairovė bei autorių kvalifikacija, bet ir ankstesnis šios krypties tyrimų įdirbis.

ENThe review of the collective monograph "Baltarusijos Paradoksai. Įstrigusi Transformacija ir Regioninis Saugumas", published by the Military Academy of Lithuania in 2004, is presented. The review states that the monograph is likely to provide an additional impulse for cognition of Byelorussian topicalities, since the country is a paradox, which is almost concurrently ignored in most European and Baltic security studies. The monograph makes the conclusion that the situation in Byelorussia results by the attempts to “restore” the former Soviet regime, made by the political governance forces of the country and the result of the said attempts is emergence of two overlapping worlds, foreign to each other, with one consisting of the system of relics of the nomenclature socialism and the other includes the private, but not free, business sector. The reviewer doubts the hope, expressed by the authors of the book that the strengthening of pragmatic cooperation between Byelorussia and the EU Member States would show the people of Byelorussia the advantages of democracy and would encourage change. The review states that the monograph mentions the social structure too episodically and it should have provided a broader analysis of the dynamics of the ideological attitude and values of the residents of Byelorussia and evaluation of the prospects of activities of the opposition forces of the country. Nevertheless it should be noted that the subject of the monograph is undoubtedly relevant, especially in the context of the Ukraine’s “orange revolution”; the solidity of the study is ensured not only by the diversity of the examined subjects, but also by the authors’ qualification and their previous experience in studies of that kind.
