Regional innovation policy: from the development of innovation activities in the non-metropolitan regions of Baltic sea region to the innovation policy memorandum
LTRegioninės inovacijų politikos koncepcija yra tiesiogiai susijusi su regioninės inovacijų sistemos veikėjais, kai koncepcija yra sukurta vedina aiškių tikslų, efektyviai iškomunikuota ir naudojama. Analizuojant regionų inovacijų politiką, svarbu išnagrinėti regioninės inovacijų sistemas. Regioninės inovacijų politikos tikslai formuojami remiantis regioninės inovacijų sistemos veikėjais, siekiant juos įtraukti į atvirą ir dinamišką ekosistemą. Straipsnyje siekiama atskleisti inovacijų politikos ir inovacijų sistemos Kauno regione charakteristikas ir įvertinti regiono plėtros perspektyvas. Tyrimo metodai: ES teisės aktų ir tam tikros literatūros analizė bei galimų perspektyvos Kauno regiono iniciatyvoms aptarimas. Keičiantis regioninei inovacijų aplinkai regioninė inovacijų sistema keičiasi ir ima orientuotis į verslumo, atvirų ir dinamiškų ekosistemų plėtrą. Kauno regionui svarbūs šie aspektai: plėtojant inovacijų politiką, kurti specialias priemones nemetropoliniams regionams; reikalingi ilgalaikiai įsipareigojimai, tame tarpe ir jaunimo pritraukimo ir išlaikymo regionuose, taip pat remti naujus inovacijų modelius, kurti diversifikuotus finansinius paramos mechanizmus, skirti tinkamą dėmesį tradiciniams sektoriams. Pagrindinės Kauno regiono perspektyvos priklauso nuo gebėjimo prisitaikyti prie inovacijų politikos aspektų. Be to, svarbu pagerinti Kauno regioninės inovacijų sistemos dalyvių galimybes plėtoti veiklą su tarptautiniais partneriais Baltijos jūros regione.
ENThe concept of regional innovation policies is directly linked with the players of regional innovation system when the concept has been created, because of clear objectives, it was effectively communicated and used. When analyzing the innovation policy of regions, it is important to review the systems of regional innovation. The objectives of regional innovation policy are shaped by basing them on the players of regional innovation system, in order to introduce them to open and dynamic ecosystem. The characteristics of innovation policy and innovation system in Kaunas region are intended to be disclosed in the article and evaluate the perspectives of regional development. The methods of research: the analysis of EU statutes of law and certain literature and the discussion of possible perspectives of the initiatives for Kaunas region. With the change of regional innovations environment, regional innovation system also changes and being orienting itself to the development of entrepreneurship, open and dynamic ecosystems. These aspects are important for Kaunas region: upon developing the innovation policy to create special means for non-metropolis regions; long-term obligations are needed, including the attraction of youth and their maintenance in regions, as well as to support new innovation models, create diversified financial support mechanisms and pay proper attention to the traditional sectors. The main perspectives of Kaunas region depend on the capability of adapting to the aspects of innovation policy. Moreover, it is important to better the possibilities of Kaunas regional innovation system’s participants to develop their activity with international partners in Baltic Sea region.
