Lietuvių saugumo policija ir holokaustas

LTStraipsnyje nagrinėjamas Lietuvių saugumo policijos (toliau – LSP) vaidmuo holokauste. Iki šiol nėra publikuota nė vieno specialaus mokslinio darbo šia tema. Autorius stengiasi atsakyti į keletą klausimų: kiek ir kaip LSP dalyvavo žydų persekiojime, kaip bendradarbiavo su kitomis vokiečių ir lietuvių policijomis holokausto procese. Ši problema yra reikšminga ne tik istoriografiniu, bet ir politiniu aspektu. Po to, kai buvusiems LSP pareigūnams Aleksandrui Lileikiui ir Kaziui Gimžauskui buvo iškeltos bylos, Lietuvoje ir užsienyje kilo karštos diskusijos. Dėl to Lietuvos visuomenei ir atsakingoms valstybės institucijoms yra svarbu žinoti visą tiesą apie LSP veiklą, nes šio klausimo objektyvus supratimas ir praktinis traktavimas daro įtaką Lietuvos tarptautiniam prestižui. Turtinga praktinė medžiaga leido autoriui atlikti LSP organizacinės struktūros, jos tikslų ir veiklų, ypač dalyvavimo holokauste, pasekmių analizę. Didžiausią dėmesį autorius skyrė LSP padalinių veiklai Kaune, Vilniuje ir keliuose provincijos miestuose. Tyrimo metu padaryta išvada, kad LSP, pavaldi vokiečių saugumo policijai ir SD, buvo įtraukta į žydų tautos genocidą (holokaustą), kurį organizavo naciai, ir tapo represinio mechanizmo sudedamąja dalimi.LSP dirbo pagal vokiečių saugumo policijos direktyvas ir jos kontroliuojama. Viso holokausto proceso metu LSP glaudžiai bendradarbiavo su vokiečių saugumo policija ir SD, taip pat su kitomis policijos rūšimis (viešąja (tvarkos) policija, policijos batalionais ir kt.). Aktyviausiai žydų persekiojimo procese (suėmimai, kvotos, šaudymų organizavimas) LSP dalyvavo antrame 1941 m. pusmetyje. Vėliau „žydų klausimo“ svarba tapo ne tokia aktuali ir į pirmą vietą iškilo komunistinio bei lenkų pogrindžio persekiojimas. LSP įstaigų veikla didžiuosiuose miestuose (Vilniuje, Kaune) skyrėsi nuo veiklos provincijoje. Didžiuosiuose miestuose LSP pareigūnai dažniausiai nagrinėdavo sudėtingesnes, politinio ir strateginio pobūdžio, bylas, tiesiogiai nedalyvaudami masinėse žydų žudynėse. Suimti žydai po kvotos buvo perduodami atitinkamiems policijos organams, kurie specializavosi žudyti žydus. Provincijose veikusios LSP įstaigos holokauste dalyvavo ir apskritai veikė aktyviau. Čia LSP valdininkai ne tik vedė suimtų žydų bylas, bet organizuodavo ir patį žydų persekiojimo procesą: masinius areštus, žydų atgabenimą į kalinimo ir šaudymo vietas. Kai kurių provincijoje esančių LSP įstaigų vadovai patys vadovavo masinių žudynių akcijoms.

ENThis article analyses the issue of the Lithuanian Security Police (hereinafter the LSP), who took part in the Holocaust, and which has not yet been specifically studied by historiography. The author aims to answer such questions as to what degree and in what ways the LSP participated in the persecution of Jews, and how it co-operated with other divisions of the German and Lithuanian police in this process. This problem is relevant not only from the historiography aspect, but also from the politics apsect. The recent legal proceedings against former LSP officials Aleksandras Lileikis and Kazys Gimžauskas inspired hot discussions both in Lithuania and abroad. Because of this, Lithuanian society and the accountable institutions have shown the need to know the whole truth about the activities of the LSP, since objective comprehension of this issue and its practical treatment is important to the international prestige of Lithuania. In reference to the rich practical material, the author has made an analysis of the LSP organisational structure, its objectives and functions, particularly its participation in the Holocaust and the consequences. The author paid most attention to functions of the LSP divisions in Kaunas, Vilnius, and some other provincial towns. In the process of the study, conclusions were made that the LSP being subordinate to the German Security Police and the SD was involved in the genocide of the Jewish nation (the Holocaust) that had been organised by the Nazis and, therefore, became an integral part of the repressive mechanism.The LSP worked under the directives of the Nazi Security Police and was controlled by the latter. During the whole Holocaust process, the LSP cooperated closely with the German Security Police and the SD, as well as with other kinds of police (police of order, police battalions and others). Concerning persecution of the Jews (arrests, interrogations, organising the fusillades), the LSP was most active in the second half of 1941. Later, the "issue of the Jews" became less topical, as persecution of the Communist and Polish underground became more relevant. Activities of the LSP offices in major towns (Vilnius, Kaunas) and in t he province differed in principle. The LSP officers in major towns would most often study more complicated cases of a political and strategic character, thus not taking part in the mass killing of Jews directly. After interrogations, the arrested Jews would be forwarded to the relevant police divisions which would perpetrate the mass slaughter. The LSP offices in the province did take part in the Holocaust and, were altogether more active. Here, the LSP officials would not only conduct the interrogations, but would also organise the very process of persecution of the Jews: mass arrests, transportation of the Jews to the venues of imprisonment and massacre. Heads of some LSP divisions in the province would also themselves supervise the massacres.
