Kokybės reglamentavimas tarptautiniame versle
LTStraipsnyje nagrinėjamos tarptautinės prekybos techninės kliūtys ir kokybės reglamentavimo sistema. Analizuojami ekonomikos globalizavimo sąlygomis vykstantys standartų, techninių reglamentų ir taisyklių tarptautinio harmonizavimo procesai, atskleidžiamos galimos naujojo protekcionizmo formos, nagrinėjama jų specifika ir raidos tendencijos. Pateikiamas originalus tarptautinės produktų ir veiklos kokybės sertifikavimo sistemos modelis. Aptariami tarptautinių susitarimų dėl techninių prekybos kliūčių ir produktų sanitarinės bei fitosanitarines kontrolės taikymo ypatumai ir Europos atitikties įvertinimo ir pripažinimo sutarčių įtaka Lietuvos įmonių konkurencingumui. Straipsnio apibendrinimai ir siūlymai grindžiami autoriaus atliktų Lietuvos įmonių tyrimo rezultatais.
ENThe issues of technical barriers in trade and in the quality regulation system are analysed. The main task of this work was to systemize quality certification, standardization, regulation tools used in Lithuania and in the world for international trade and business, and to present the providence of their more effective usage. Methodology: the article was prepared using scientific, normative and legal literature as well as generalizations and a logical analysis of economic activities, including theoretical and methodological findings and systematized business practice, with results taken from the authors systematic research on the problems of quality. The generalisations and suggestions are based on the authors investigations of Lithuanian enterprises. Also, the processes of in international harmonisation of technical regulations and rules under conditions of economic globalisation are analysed and the forms of recent protectionism, their features and development tendencies are examined. An original model of the international quality certification system is presented. The application peculiarities of international agreements on technical barriers to trade and agreements on the application of sanitary and phytosanitary measures, as well as the influence of protocols of European Conformity Assessments on the competitiveness of Lithuanian enterprises' are discussed.
