ENIn this article the questions of the real state of cultural heritage and the perspective of heritage protection are discussed. The questions are connected with the valid legal basis, with the achievements of science in this field and with the interests of territory planning and lang management. The article consists of four chapters: 1) the annotation of the real state of cultural heritage; 2) the factors, influencing the heritage protection; 3) the strategical and tactical aims of heritage protection; 4) the prognoses of aim and task realization. Short survey on the results of cultural heritage real state is given in the first chapter. The quantitative and qualitative characteristics of the existing account and listed heritage are given there, the state of heritage use, management, financing and programming is evaluated, the problems and actualities of heritage research, heritage use and heritage management are described. In the second chapter the conclusions from the analysis of the means for execution of cultural politics and of the activities of political organizators and executors are given. The aspects of negative and positive impact of society initiatives, normative acts of law and administration for cultural heritage are given.In the third chapter the strategical and tactical aims of cultural heritage and the tasks of their realization are given. The strategical aim of heritage protection is to ensure the self-expression of state and nation. Tactical aims according to the author - to preserve the cultural mentality of nation, to keep the variety and originality of land, to increase cultural valuables, to expand their social use and propagation. In this chapter the priority aims and their realization tasks are shown in the trends of state management of heritage protection (in the fields of law and legal management, administration, economics, information and propaganda) and the activities of the means of cultural protection realization (heritage research, heritage use, heritage management). In the fourth chapter the prognoses of aim and task realization for the begining of the XXI age given for such heritage protection state management activity fields as law and law management, administration, economics, information and propaganda and in such heritage protection realization means activity fields as heritage research, heritage use and heritage management.
