Viešojo valdymo decentralizavimo modelis reformų kontekste

LTSąveikos tarp valdžios lygių formavimas yra kompleksinio valstybės valdymo proceso dalis. Nors siekiama institucinę, funkcinę, finansinę centrinio ir subnacionalinių valdžios lygių sąranga nustatyti tam tikram laikotarpiui, tačiau kintančios ekonominės, socialinės ir technologinės sąlygos reikalauja jos peržiūrėjimo. Galių perskirstymo tarp valdžios lygių klausimai (t.y. decentralizacijos reformos) apima vis didesnę nacionalinės politinės dienotvarkės dalį daugelyje valstybių. Tuo tarpu viešojo valdymo reformų analizė rodo reformų objektų atsikartojimą, pastebima, jog šios reformos pakartotinai praranda tikslus, o reformų įgyvendinimas kelia klausimus praktikams ir teoretikams. Disertacijoje atlikta viešojo valdymo decentralizacijos turinio kaitos analizė viešojo valdymo sistemos raidos kontekste ir patikslinta viešojo valdymo decentralizacijos samprata. Remiantis prielaida, kad integruotas sisteminis ir procesinis požiūriai bei vadybinė perspektyva, sudaro sąlygas viešojo valdymo reformų įvykdymui, disertacijoje formuojamas teorinis viešojo valdymo decentralizavimo modelis. Disertacijoje identifikuotos ir pagrįstos viešojo valdymo decentralizavimo prielaidos, įgalinantys ir ribojantys veiksniai, identifikuota ir argumentuota viešojo valdymo decentralizacijos turinio ir procesų visuma ir jų tarpusavio sąveika bei nustatyti pagrindiniai reformos valdymo principai. Pagal teorinį viešojo valdymo decentralizavimo modelį, atlikta viešojo valdymo decentralizavimo praktikos Lietuvoje kritinė analizė ir pasiūlytos galimos viešojo valdymo decentralizavimo vystymo kryptis.

ENThe development of interaction between levels of government is the part of the complex process of public governance. Institutional, functional, financial architecture of central and sub-national levels of government is changeable in the long term. Notwithstanding to strivings to establish this configuration for a certain period, but the changing economic, social and technological conditions require its revision. The question of rearrangement of power between national and sub-national actors (i.e. decentralization reforms) continues to occupy a prominent position in the national policy agenda of most countries. Meanwhile the analysis of public governance reforms shows the loss of reforms goals and its implementation raises questions for practitioners and academics. In the dissertation there is completed the analysis of the change of the content as well as clarified the definition of public governance decentralization in the context of public governance development. The theoretical model of public governance decentralization is developed presuming that integration of systematic and processual approaches and managerial perspective, facilitates the implementation of public governance reform. In dissertation there are identified and grounded the assumptions, stipulating and restricting factors of public governance decentralization, the set of elements of content and process of public governance decentralization and its’ interconnections, set down the basic principles of public governance decentralization. According the theoretical model the critical analysis of practice of public governance decentralization in Lithuania is carried out and the recommendations for its development are suggested.
