Border regions of Lithuania: conditions for economic and social development

LTStraipsnio tikslas - išsiaiškinti pagrindinius Lietuvos pasienio regionų plėtros ypatumus. Straipsnyje analizuojama Lietuvos pasienio regionai ir jų vystymosi socialinės / ekonominės sąlygos šalies integracijos į ES kontekste. Analizės pagrįsta 2003 m. ir 2004 m. atliktu tyrimu. Tyrimas atskleidė pagrindinę pasienio regiono ekonominė plėtros "lėtėjimo" priežastį, kuri daugiausia susijusi su geografine lokalizacija, todėl yra būtinos specialios regiono plėtros priemonės. Taip pat svarbu pabrėžti, kad naujojo valstybės sienos režimas ir kiti veiksniai pasienio regionų ekonomikos vystymuisi turi daugiausia teigiamą poveikį, ypač Lietuvos - Lenkijos ir Lietuvos - Latvijos regionuose. Visgi analizuojamų veiksnių poveikis išlieka mažiau svarbus palyginus su pokyčiais, kurie veikia visą valstybę. Dabartinės ekonomikos plėtros sąlygos, dabartinės Lietuvos sienos ekonomikos ir administravimo gebėjimų tendencijos regionuose dar vis neveiksmingai prisideda prie būsimų pokyčių. Tuo tarpu egzistuoja gan palankios tarpvalstybinės ekonominės plėtros sąlygos tarpvalstybiniuose regionuose prie ES vidinių sienų. Net dabartinis poveikis kaimynėms šalims yra teigiamas, o ir verslo atstovai jau pastebėjo potencialias galimybes tarptautiniams verslo santykiams. Nepaisant to, kad visos kaimyninių šalių savivaldybės priklauso tam pačiam Europos regionui ir teoriškai gali pasinaudoti tiesioginio bendradarbiavimo su kaimyninėmis šalimis nauda, visgi šie ryšiai yra labai silpni. Viena iš priežasčių galima įvardinti silpnas savivaldos tradicijas Lietuvoje.

ENThe aim of the article is to find out the main aspects of cross-border region enlargement in Lithuanian. The article analyses Lithuanian cross-border regions and their social/economic conditions for development in the context of integration into the EU. The analysis is based on the research conducted in 2003 and 2004. The research has revealed the main reason for the decline in economic development in the cross-border region that is mostly related to the geographic location. For this reason, special regional development measures are necessary. What is more, it is important to note that the new State boarder regime and other actions have a mostly positive affect to the cross-border economic development, especially in Lithuanian, Poland and Latvian regions. However, the effect of the analysed actions becomes less important compared to the changes that affect the whole State. Current conditions of economic development, current tendencies of Lithuanian boarder economy and administrational abilities in the regions are still ineffective for the future changes. Meanwhile there are positive aspects of cross-border economic development in the cross-border regions near EU inner borders. Even the current affect to the neighbouring countries is positive and business representatives have noticed the potential opportunities for the international business relations. Despite the fact that, all the Municipalities of the neighbouring countries belong to the same European region and hat in theory they can use the benefits of the direct cooperation with the neighbouring countries, these relations are notably weak. One of the reasons that can be mentioned is the weak traditions of autonomy in Lithuania.
