Iš Vilniaus viešojo administravimo istorijos: miesto architekto pareigybės klausimas (XVIII a. vidurys – XIX a. vidurys)

LTAutorius nesutinka su egzistuojančia versija, jog Vilniaus miesto architekto pareigybė atsirado XVII a. viduryje ar XVIII a. pradžioje. Jis teigia, kad taip negalėjo būti dėl sąlygiškai prasto Vilniaus miesto viešojo administravimo lygio bei teritorijos suskirstymo į atskirus juridinius-administracinius vienetus. Valstybiniu mastu miestų užstatymo administravimu susirūpinta XVIII a. antroje pusėje. Ketverių metų seimas buvo numatęs įvesti griežtesnę statybų kontrolę, bet šie planai nebuvo įgyvendinti. Vilniaus miesto architekto pareigybė buvo įsteigta1838–1846 m., valdant carinei Rusijai.

ENThe author declines the existing version that the Vilnius city architect office had existed in the middle of the 17th c. or the beginning of the 18th c. He comes to the conclusion that the reason was a comparatively low Vilnius city public administration level and also the division of the territory into several juridical-administrative units. He affirms that on the national scale greater efforts to administrate the city buildings can be noticed only in the second half of the 18th c. In the “four year” parliament’s term of office, stricter control of construction was introduced. Plans were made to centralise architects offices of the city but they were not implemented. The Vilnius city architect office was established during the time of Russian rule, i.e. in 1838-1846.
