Procesy globalizacji a problemy społeczeństwa obywatelskiego na Litwie

LTStraipsnyje svarstomos dvi susijusios problemos, prieš kurias atsidūrė Lietuvos visuomenė ir mokslinė bendruomenė ryšium su globalizacijos iššūkiais: pirma, nacionalinio saugumo, lemiančio tautos ateitį ir kultūros tapatumą globalioje visuomenėje, ir, antra, informacinės visuomenės kaip žinių visuomenės kūrimo problemos. Parodoma, kaip šių problemų sprendimas betarpiškai ir neišvengiamai susijęs su savo būtina sąlyga bei esminiu pagrindu – pilietinės visuomenės, kaip aukštos kokybės gyventojų visuomenės, ugdymu. Pabrėžiamos grėsmės nacionaliniam saugumui, kurios yra ne tik politinės, karinės, bet ir ekologinės, ekologiją suprantant ne kaip žmogaus ir gamtos harmoniją, bet visų pirma kaip pusiausvyrą ir santarvę visuomenėje, kaip taikos kultūrą. Ekologinės grėsmės - tai ne tik aplinkos, bet ir gyvenimo sąlygų degradavimas. Taikos kultūros samprata pristatoma kaip visuomenės kokybės analizė. Nacionalinio saugumo klausimas pavirsta prieštaravimo tarp karo “kultūros” ir taikos kultūros problema. Analizuojamas ryšys tarp informacinių technologijų plėtros pasaulyje ir žinių visuomenės kūrimo, kuris iki šiol tiek visuomenės sąmonėje, tiek mokslinėje literatūroje dažnai supaprastinamas. Iškylant naujoms grėsmėms viso pasaulio visuomenėms, kai naujos informacinės technologijos iš esmės keičia ryšius tarp individų ir tarp visuomenių, nebėra technologinių problemų, kurios nebūtų kartu ir socialinės. Prieinama išvados, jog filosofinis metateorinis pažinimas gauna taikomąją užduotį: ne sekti paskui technologijas, tai yra, ne aiškinti padarinius, bet numatyti galimas jų pasekmes ir įspėti dėl padarinių. ENThe article analyses two interrelated issues that the Lithuanian public and scientific society are facing in the light of globalisation challenges: first of all, it is the issues of national security, which is important for the future of the nation and its cultural identity in the global community, and second, it is the issues of creating a society of knowledge. The article shows the close and inevitable relationship of the solution of those problems with its obligatory condition and essential basis – training a civil society as a society of high-quality people. The article stresses threats to the national security, which are not only political, military, but also ecological, ecology being construed not as harmony between the man and nature, but first of all as balance and concord in the society, as the culture of peace. Ecological threats imply not only degradation of the environment and the living conditions. The concept of the peace culture is introduced as an analysis of the quality of the society. The national security issue becomes a problem of controversy between the “culture” or war and the culture of peace. The article analyses the relationship between the global expansion of information technologies and the development of the knowledge society. With new information technologies essentially changing the relationship among individuals and societies, there are no longer and technological issues that would not be social problems at the same time. Hence, philosophical meta-theoretical cognition has an applied task of forecasting and foretelling consequences rather than elucidating them.
