Tiesioginės paramos įtaka žemės ūkio subjektams

LTDarbe atskleidžiama valstybės reguliavimo esmė, nustatant kvotas žemės ūkio veiklos subjektams, mokant subsidijas ir tiesiogines išmokas, valstybės reguliavimo sistema aptariama kartu su šių teisės aktų įgyvendinimo metu iškylančiomis problemomis. Darbe analizuojamas ūkininkų požiūris į valstybės reguliavimą tiesioginių išmokų klausimais bei šių išmokų administracinis teisinis reglamentavimas. Autorius daro išvadą, kad žemės ūkio kvotų valstybinis reguliavimas atliekamas remiantis objektyviais poreikiais ir laikantis teisinių aktų reikalavimų. Siame darbe analizuojami teisinio reglamentavimo bei finansavimo pokyčiai, siekiant atskleisti kylančias problemas dėl skubotų teisinių aktų, reguliuojančių tiesioginių išmokų administravimą, parengimo, dažnos šių teisės aktų pataisos, netobulo įgyvendinimo bei naujosios tvarkos neišaiškinimo ūkininkams.

ENThe paper reveals the essence of state regulation in establishing the quotas for agricultural activity subjects, paying out the subsidies and direct payments, the system of state regulation institutions is discussed along with the emerging problems while enforcing the legal acts. Farmers' attitude towards the state regulation of direct payments and administrative legal regulation is analyzed. The author concludes that the state regulation of agricultural quotas is based on objective needs and subject to the requirements of legal acts. After Lithuania had entered the European Union there were changes in the system of state and legal regulation of direct payments. In his work the author analyses the changes in legal regulation and finances, seeks to reveal occurring problems caused by hasty preparation of legal acts regulating the administration of the direct payments, frequent change of subsequent legal acts, imperfect implementation of and not making clear the new order for the farmers.
