Daugiabučių namų modernizavimo problematika Lietuvoje ir Baltijos šalyse

LTPagrindinis darbo tikslas - palyginti ir įvertinti daugiabučių namų modernizavimo įgyvendinimo rezultatus Baltijos šalyse ir nustatyti pagrindinius veiksnius, sąlygojančius aktyvią ir sėkmingą daugiabučių modernizavimo plėtrą. Straipsnyje nagrinėjama daugiabučių namų modernizavimo programa, išskiriamos jos esminės nuostatos, programos dalyviai ir finansavimas. Remiantis statistine informacija, vertinami programos rezultatai, apskaičiuojamas renovuotinų namų ir lėšų poreikis kasmet iki numatomos programos laikotarpio pabaigos - 2020 m., kad būtų pasiektas pagrindinis tikslas - renovuota 70 proc. visų renovuotinų namų. Nurodomos pagrindinės iki šiol sunkiai įgyvendinamos renovacijos Lietuvoje priežastys. Pateikiama pasiektų rezultatų Baltijos šalyse analizė, nagrinėjamos modernizavimo ištakos, lyginamos paramos programos, įgyvendintų projektų rezultatai ir atliekamas jų vertinimas. Gauti statistiniai duomenys lyginami tarpusavyje ir siekiama nustatyti esmines skirtumų priežastis. Nagrinėjama finansavimas, projektų įgyvendinimo procesas, nurodomos bendros iki šiol vangaus modernizavimo priežastys. Tyrimų rezultatai gali teikti naudingų rekomendacijų Lietuvos atsakingoms institucijoms kuriant modelius daugiabučių namų modernizavimo plėtrai. Remiantis atliktais tyrimais yra išleistas mokslinis straipsnis statistikos departamento leidinyje „Lietuvos makroekonomikos apžvalga", 2008 m. gruodis.

ENThe main purpose of this master thesis is to compare and evaluate results on implementation of multiapartment buildings modernization in Baltic States and to identify the main factors which determine active and successful expansion of multi-apartment buildings modernization. The work consists of three main parts: analysis on problematics of multi-apartment buildings modernization program in Lithuania, comparison and evaluation of achieved results in Baltic States, conclusion and recommendations. Performing analysis of modernization program in Lithuania the article treats modernization program of multi-apartment buildings, distinguishing the main concepts of that, participants of the program and sponsorship. Based on statistical information evaluation of the results achieved by the program were made. After evaluation of results author has carried out the study about demand of the buildings which need to be renovated and financed annually till 2020 in order to ensure the achievement of the main goal by the program - to renovate 70 percent of all buildings that require renovation. Making analysis-comparison on achieved results in Baltic States the article treats from the beginning of modernization, comparison of support progams, results on implemented projects and making it an assessment. Received statistical data is compared in order to determine the main differences. As well as, review of sponsorship, process of project implementation, indication of the main reasons of slow progress in process of modernization of multi-apartment buildings. At the end of this article resume on differences in process of modernization in Baltic States is given.The conclusions and recommendations summarize the main concepts of analysis of statistical information and results of accomplished research. The author believes that the results of the study could provide useful guidelines to the executive institutions, which are going to implement models on developing modernization of multi-apartment buildings.
