Investicinių projektų transporto infrastruktūrai plėtoti efektyvumo įvertinimo būdas.

LTTransportas yra vienas pagrindinių šalies ūkio infrastruktūros elementų, turintis esminės įtakos tiek ekonominiams, tiek ir socialiniams procesams. Transporto reikšmę Lietuvos ūkiui didina ir patogi šalies geografinė padėtis, kai du iš dešimties svarbiausių Europos transporto koridorių kerta Lietuvos teritoriją. Transportas yra daug išteklių reikalaujanti ūkio šaka, kurios normaliam veikimui reikalingi nemaži darbo, materialiniai ir energetiniai ištekliai, o jo modernizavimui ir tolesnei plėtrai didelės investicijos. Investicinių projektų efektyvumo įvertinimas yra svarbi problema, kuri šiuo metu nėra pakankamai išnagrinėta. Vertinant investicinius projektus nepakanka vien finansinės analizės, bet reikia visapusiškai įvertinti šių projektų įgyvendinimo pasekmes tam tikrai šakai arba net ir visos šalies ūkiui. Tai daugiau liečia projektus, skirtus šalies ūkio infrastruktūrai plėtoti. Straipsnyje pateiktas optimizacinis modelis, pagrįstas bendrųjų transportavimo išlaidų (įskaitant ir investicinio projekto įgyvendinimo išlaidas) minimumo kriterijumi. Šis modelis leidžia įvertinti investicinio projekto efektyvumą konkrečiu bendrųjų išlaidų ekonomijos dydžiu. Tuo pagrindu visiems investiciniams projektams gali būti nustatyti prioritetai, atitinkantys jų efektyvumą. Modelio optimalumo kriterijus įvertina ne tik investicinio projekto įgyvendinimo įtaką pačios transporto sistemos veikimui, bet ir jo įtaką aplinkai bei socialinius kaštus. ENTransport is among the essential elements of a country’s economy infrastructure, which has significant influence on both economic and social processes. The significance of transport to Lithuania’s economy is also increased by its convenient geographical situation, where two out of ten most important European transport corridors intersect its territory. Transport is a branch of economy, requiring significant resources and works, material and energetic resources for its normal functioning and modernization and further development of transport requires significant investments. Evaluation of efficiency of an investment project is a relevant problem, which at the moment is not sufficiently studied. When evaluating investment projects, a financial analysis alone is not sufficient, there is a need for thorough evaluation of the consequences of implementation of the projects for a certain branch or even for the entire economy of the country, which is more applied to the projects, intended for development of the country’s economy infrastructure. The article provides an optimization model, based by the criterion of the minimum of common transportation costs (including the costs for implementation of the investment project). The model allows for evaluation of the efficiency of the investment project by a specific size of economy of the common costs. On the said basis priorities can be established with regard to all the investment projects, corresponding to the efficiency of the projects. The optimum criterion of the model evaluates not only the influence of implementation of the investment project on the functioning of the transport system itself, but also its influence on the environment and the social costs. Such calculations can be an important basis in order to receive the EU structural funds support or include them into the State Investment Programme.
