Infrastruktūros natūralių monopolijų kainų poveikio šalies konkurencingumui vertinimas

LTDisertacijoje nagrinėjama infrastruktūros šakose veikiančių natūralių monopolijų prekių ir paslaugų kainų įtaka šalies konkurencingumui. Mokslinė tyrimo problema - įvertinti infrastruktūros natūralių monopolijų reguliuojamų prekių ir paslaugų poveikį šalies konkurencingumui. Tyrimo tikslas - Sukurti modelį, įvertinantį infrastruktūros natūralių monopolijų prekių ir paslaugų reguliuojamų kainų poveikį šalies konkurencingumui. Teoriniai tyrimai leidžia teigti, jog dėl artimų pakaitalų nebuvimo ir pirmo būtinumo poreikių tenkinimo, infrastruktūros natūralių monopolijų kainų reguliavimas yra šalies konkurencingumą veikiantis veiksnys. Atlikus tyrimus nustatyta, jog tikslinga išskirti infrastruktūros natūralių monopolijų reguliuojamų kainų poveikį šalies konkurencingumui per įmonių (pramonės šakų) veiklos sprendimus dėl gamybos veiksnių kainų pokyčio. Empirinis tyrimas parodė, jog dėl infrastruktūros natūralų monopolijų prekių ir paslaugų kainų padidėjimo įmonės gali priimti tokius sprendimus (perkelti įmonės veiklą ar tam tikras veiklos dalis į kitas šalis, mažinti veiklos apimtis, nutraukti veiklą šalyje), taigi infrastruktūros natūralių monopolijų kainų padidėjimas gali neigiamai veikti įmonių, pramonės šakų, o taip pat ir visos šalies konkurencingumą.

ENThe thesis analyses the influence of prices of goods and services produced by the infrastructure industries operating under natural monopoly conditions on competitiveness of the country. Research problem of the thesis is to evaluate the influence of goods and services regulated by the infrastructure of natural monopolies on competitiveness of the country. The objective of the research is to develop a model that might be used for the evaluation of the influence of regulated prices of goods and services produced by the infrastructure of natural monopolies on competitiveness of the country. Theoretical studies suggest that, due to the absence of close substitutes and the essence of needs such goods are services are used to satisfy with, price regulation in the infrastructure of natural monopolies is a factor to the competitiveness of the country. The author determined the necessity to point out the influence of price regulation in the infrastructure of natural monopolies on competitiveness of the country through corporate (industries) operational decisions in regards to the change of prices of production elements. The empirical research showed that, due to the increased prices of goods and services produced by the infrastructure of natural monopoly, companies can make such decisions (to move corporate activities or part of them to other countries, to reduce the volume of business, or to cease operations in the country); so the increased prices of goods and services in the infrastructure of natural monopolies may negatively affect the competitiveness businesses, industries, and the entire country.
