Interesais grindžiamas regiono vystymas

LTDisertacijoje į geografiškai apibrėžtą socialinį-ekonominį regioną yra žiūrima kaip į tikslingai valdomą socialinę-ekonominę sistemą, kurios vystyme (valdyme) dalyvauja regione veikiantys individualūs ir korporatyviniai (t.y. įvairios paskirties organizacijos, besiformuojančios vieningų interesų pagrindu) veikėjai - suinteresuotieji vystymo proceso dalyviai. Regionas - tai vadybos priemonėmis organizuojama socialinė-ekonominė sistema arba organizacija - korporacija, kurioje žmones ir jų grupes jungia ir vienija sąmoningi santykiai, derinantys visų narių pastangas, siekiant bendrų tikslų. Disertacijoje siekiama parodyti, kad efektyvaus regiono vystymosi galima pasiekti, jį (t.y. vystymąsi, jo tikslus) siejant su individualių veikėjų interesais, individualiais siekiais, kurie negali būti realizuoti individualių pastangų dėka, kuriems realizuoti reikalinga sąveika, bendradarbiavimas, pasidalinimas funkcijomis ir tarpusavio įsipareigojimais. Pateiktas regiono vystymo, grindžiamo interesais, modelis susieja regiono institucinę sąrangą ir jos nulemtas interesais grindžiamam vystymuisi palankias sąlygas socialinėje sistemoje, kaip įtakojančiuosius kintamuosius, su šių kintamųjų įtakos rezultate vykstančiu regiono socialiniu-ekonominiu vystymusi ir užsibrėžtų tikslų realizavimu. Veikėjų interesais grindžiamo regiono vystymosi modelis yra suformuotas vadovaujantis sistemų dinamikos modeliavimo principais.

ENThe dissertation deals with the problem of scientific explanation of the social-economic development of a region. To broaden and unify the definition of a region, the dissertation proposes a stakeholder approach based concept of the region and its development. A stakeholder approach, when explaining the development of corporate systems, emphasizes legitimate interests of corporate participants and the role of their realization, as a factor for the system development. A region as a geographically or otherwise defined entity is being treated in the research as a space where residents of that territory interact with each other in order to fulfil their individual interests. It is stated that such interaction of individual actors, leading to the fulfilment of their individual interests, can be simultaneously used to achieve social and economic goals of regional development. The dissertation provides a theoretical background which helps to analyze the processes of regional development, based on the individual interests of region’s residents. A conceptual model of stakeholders’ interests based social-economic regional development is proposed. The model elaborates upon a new understanding of a dependent variable in regional social-economic development that is described as a process by which participants (i.e. stakeholders) work together in a regional structural-functional social system, aiming at common goals of development.
