Summary / Abstract:

LTRemiantis tyrimo medžiaga straipsnyje įvertintas kiekybinis ES Tarybos direktyvos 93/103/EC dėl minimalių saugos ir sveikatos reikalavimų įgyvendinimo poveikis Lietuvos žvejybos įmonėse. Tyrimas atliktas su specialaus instrumentarijaus, kurio pagrindas yra ekspertų vertinimas, pagalba. Straipsnyje analizuojama santykinė kiekvienos direktyvos reikalavimų grupės, skyriaus ir straipsnio įtaka traumatizmui ir profesiniam sergamumui. Ekspertų vertinimo būdu nustatytas faktinis direktyvos reikalavimų atitikimas, numatytos minimalios investicijos. Taip pat įvertintos laukiamos direktyvos įgyvendinimo pasekmės.

ENThe studio enabled to reach the main goal of this research - to evaluate quantitative effect of implementation of Council Directive EC concerning the minimum safety and health requirements for work on board of Lithuanian fishing vessels. The most effect to injury according to expert evaluations on existing vessels makes the state of mechanical and electrical equipment, location of works places, traffic ways, possibilities of localising and fighting a fire, life-preservers, commission and stability, sidetracks, light of rooms, maintenance of equipment, living rooms, decks, etc. SAPARD provides to compensate the investments for goals related to modernisation of fishing vessels: reconstruction or modernisation of the equipment, meeting requirements of EU, in fishing vessels in which primary treatment and processing are being performed or installation of control and quality system; acquisition of software; expenses related to payment to the architects, engineers and advisors, for possible technical research, patents and licences, but they can't exceed more than 12% of compensated investment expenses. Unconditional implementation of the requirements of the Directive improves the possibilities of Lithuania's access to European Community and safety and health process management on fishing vessels. It will prompt fishermen to start modernisation of vessels, reclaim financial and intellectual leverages of fisheries' development.Whole implementation of requirements of the Directive will enable to reduce more than three times the possibilities of injures and professional troubles on fishing vessels. Seeking to help owners of vessels to implement the requirements of the Directive it's necessary to prime owners of fishing vessels about the juridical acts of Lithuanian Republic connected to implementation of the Directive, to give material of this research to each association of fishermen, publish it on newspapers. The Ministry of Social security and labour of Lithuanian Republic should permanently plan and finance scientific research of safety and health factors on fishing vessels so that it's implementing institutions could accumulate database, improve instrumentation of research and educate scientific staff. Normative practice of safety and health process management should be transformed to methodological level of strategic management. By modeling, forecasting and constructive managing of safety and health processes it's possible to ensure the reduction of injure and professional morbidity more surely, than confining by control of accepted regulations.
