Summary / Abstract:

LTŽmonės, susidūrę su neigiamais šiuolaikinės ekonominės veiklos padariniai, vis geriau supranta, kad dabartinė ekonominio, politinio ir dvasinio gyvenimo situacija reikalauja vis didesnio dėmesio ekologinio saugumo problemoms. Straipsnyje siekiama aptarti ekologinio saugumo sampratą. Vienas iš svarbiausių dabarties ekologinių ir socialinių iššūkių yra tas, kad ekonominėje teorijoje ir praktikoje nebegalima ignoruoti to fundamentalaus fakto, kad žmonių ūkis yra susijęs su mūsų planetos ekologinėmis sistemomis bei nuo jų priklausomas. Juk perteklinis gamtos eksploatavimas, neįvertinant gamtos savireguliacijos mechanizmo dėsningumų bei biosferos savaiminio apsivalymo nuo teršalų galimybių, ir nulėmė biologinės įvairovės mažėjimą bei sugriovė biologinės apsaugos ir biosferos atsikūrimo natūralius gamtinius mechanizmus. Fizinės aplinkos nepaisymas apribojo ekonomines ir sociologines teorijas, užkirto kelią aplinkos problemų ekonominiam, ekologiniam ir sociologiniam modeliavimui. Labai svarbu įvertinti industrinį metabolizmą, įžvelgiantį analogiją tarp ekonomikos ir aplinkos medžiaginiame lygmenyje. Bet technosferoje vykstančius procesus sunku paaiškinti, remiantis tradicine ekonomikos paradigma, kurioje plėtros kryptį beveik išimtinai lėmė darbo ir kapitalo ekonomijos interesai ir maksimalaus gamybos efektyvumo siekimas. Tradiciniai plėtros modeliai bei turimos priemonės pasirodė netinkami iškilus ekologinėms problemoms, kurių priežastys dar ne visai aiškios. Didžiausios globalaus saugumo problemos kyla dėl „šiltnamio“ efektą sukeliančių dujų išmetimo.Reikšminiai žodžiai: Ekologinis draudimas; Ekologinis saugumas; Ekonominis vystymasis; Ecological insurance; Ecological security; Economic development.

ENPeople, having faced negative outcomes of modern economic activities, are gaining better understanding that the present situation in economic, political and spiritual life requires more attention to issues of ecological security. The article seeks to discuss the concept of ecological security. One of the key current ecological and social challenges is the fundamental fact that human economic activities are linked to ecological systems of our world and dependant on them. And this fact cannot be ignored in economic theory and practice. The excessive exploitation of nature without taking into consideration the laws of nature’s self-regulation and the self-purification of the biosphere from pollutants, caused the decline of the biological diversity and destroyed natural mechanisms of biological security and recovery of the biosphere. Ignorance of the physical environment limited economic and social theories and blocked economic, ecological and sociological modelling of environmental problems. It is very important to assess the industrial metabolism envisaging an analogy between economy and environment on a material level. But processes in the techno–sphere are difficult to explain based on the traditional economic paradigm, where development directions have been always determined by labour and capital economy interests and the pursuit of maximum production efficiency. Traditional development models and available measures appeared to be inefficient in the context of ecological problems, the causes of which still remain unclear. The major problems of global security emerge because of gas emissions causing the Greenhouse effect.
