Managing international relations in the sector of culture

LTDisertacijoje analizuojama tarptautinių ryšių vadyba kultūros sektoriuje. Siekiama apibrėžti vadybinius sprendimus tolimesniam tarptautinių ryšių kultūros sektoriuje vystymui, akcentuojant koordinavimą procesų, vykstančių tarptautiniame lygyje. To siekiant, buvo identifikuotos problemos kultūros sektoriuje, susijusios su tarptautiškumu; išanalizuotas europietiško identiteto pasireiškimas; nustatytos galimybės išlaikyti horizontalius ryšius tarp šalių; to pasėkoje buvo kruopščiai išnagrinėti bendros kultūrinės erdvės Europos Sąjungoje formavimosi procesai; buvo atlikta Europos Sąjungos šalių kultūros sektoriaus administracinių sistemų palyginamoji analizė; buvo įvertinta įvairių socialinių ir ekonominių faktorių įtaka kultūros sektoriaus vystymuisi; įvertinta nevyriausybinio sektoriaus įtaka tarptautinių ryšių vystymuisi ir išstudijuotos kultūros politikų formavimo ir įgyvendinimo praktikos; pateikti vadybiniai sprendimai, skirti harmonizuoti procesus, vykstančius kultūros sektoriuje, realizuoti pasitelkiant atviro koordinavimo idėją kaip įrankį pagerinantį kultūros sektoriaus administravimą visoje Europos Sąjungos kultūrinėje erdvėje. Tyrimo eigoje buvo išanalizuota bendra praktika, taikoma administruojant kultūros sektorių; buvo įrodytas poreikis išlaikyti tarptautinius ryšius; buvo parodytos galimybės pagyvinti horizontalius ryšius tarp įvairių subjektų, veikiančių kultūros sektoriuje; buvo įvertinta įtaka įvairių socialinio ir ekonominio vystymosi faktorių, įtakojančių tarptautinių ryšių kūrimą. Apibrėžtas vadybinis modelis, skirtas išlaikyti tarptautinius ryšius kultūros sektoriuje.

ENThis dissertation analyses the issues of management of international relations in the sector of culture. The paper pursues the goal to frame managerial solutions for the further development of international relations in the sector of culture, accentuating coordination of the processes running on the international level. To achieve this, the following tasks were completed: identification of the issues of the sector of culture related to the processes of internationalization was done; the manifestation of the European identity was analyzed; the possibilities to maintain horizontal links between the countries were identified; subsequently, the processes of the formation of the common cultural space in the European Union were scrutinized; the comparative analysis of the administrative systems of the sectors of culture in the countries of European Union was conducted; the influence of the factors of various social and economic development on the sector of culture was assessed; the role of the nongovernmental sector in the development of international relations was evaluated, and the practices of formulation and implementation of the cultural policies were studied; managerial solutions designed to harmonize the processes running in the sector of culture were provided via the idea of the Open Coordination as a tool improving administration of the sector of culture in the entire cultural space of the European Union.In the progress of research the common practices of administering the sector of culture were analyzed; the need to maintain international relations was proved; the possibilities to revitalize horizontal links among various subjects operating in the sector of culture were shown; the influences of various factors of social and economic development while building up international relations were assessed, and the changes in the structure of leisure and their impact on the distribution of new products of culture were examined. The managerial model designed to maintain international relations in the sector of culture was framed. The thesis consists of four chapters. The results of the thesis were publicized in 11 conferences. 17 scientific papers were published, including: one referred by the ISI Master Journal List (Web of Science) database (http://science.thomsonreuters.com); three – referred by the EBSCO database (http://www.ebscohost.com); the others – printed in reviewed international conference proceedings and in other conference proceedings.
