Politinės programos ir vyriausybės politika Lietuvoje: sociologinė interpretacija

LTPolitinės programos ir vyriausybės programinių nuostatų biudžetavimas yra nauja, Lietuvoje mažai tyrinėta sritis. Šis darbas skirtas deklaruojamos ir realios vyriausybės politikos santykiui atskleisti, analizuojant vyriausybių programas ir biudžetą, ieškant vyriausybės programų turinio kongruencijos valstybės biudžeto asignavimuose bei bandant nustatyti programų ideologinį poveikį šalies makroekonominiams rodikliams. Darbo tikslas . išanalizuoti politinių programų ir Lietuvos Respublikos vyriausybių įgyvendinamos politikos ryšį Lietuvoje 1990.2005 m. laikotarpiu. Darbe analizuojama politinės programos samprata, vaidmuo ir funkcijos demokratinėje politikoje, nagrinėjamos vyriausybės politikos formulavimo ir įgyvendinimo priemonės. Atliekama Lietuvos Respublikos vyriausybių programų turinio analizė, nustatant programos turinio prioritetus ir jo santykį su politine ideologija. Lietuvos Respublikos vyriausybės grupuojamos pagal politikos formulavimo ir įgyvendinimo panašumą, nustatomas Lietuvos Respublikos vyriausybių suformuluotos politikos ir biudžeto asignavimų ryšys. Analizuojama Lietuvos Respublikos vyriausybių biudžeto paskirstymo įtaka šalies makroekonominiams rodikliams: infliacijai ir nedarbui.

ENPolitical programmes and budgeting of government programmes is a new sphere in Lithuania. The study aims at revealing of the relation between the declared and the real government policies by analyzing the government programmes and the budget, searching for the congruence of the content of government programmes in the allocations of the state budget and making attempts to identify the ideological influence of the programmes on the macroeconomic indicators of the country. The aim of the study is to analyze the relations between the political programmes and the policies, implemented by governments of the Republic of Lithuania during the time period of 1990-2005. The study analyzes the concept, role and functions of a political programme in democratic politics and examines the means for formulation and implementation of government policies, provides the analysis of the content of programmes by governments of the Republic of Lithuania by identifying the programme content priorities and its relations with the political ideology. Governments of the Republic of Lithuania are grouped according to the advantage of formulation and implementation of the policies, the relation between the policies, formulated by governments of the Republic of Lithuania and allocations of the budget is identified. The influence of allocations of the budget of governments of the Republic of Lithuania on the macroeconomic indicators of the country: inflation and unemployment is analyzed.
